This was the first shipment of such waste from Unit 2 since the March 28, 1979 accident. A Region V NRC inspector was onsite when the shipment arrived. Drivers reported no problems were encountered with the shipment during transit. Radiation measurements on the exclusive use vehicle were well within DOT limits. The shipment was offloaded without incident on August 11, 1979 between 11:00 a.m. and 1:30 p.m. All of the barrels were in good condition, and no noncompliance was observed. Background:

On August 7, 1979, 157, fifty-five gallon drums of low specific activity (LSA) compacted trash from Three Mile Island Unit 2 was shipped via Tri-State Motor Carrier to the Nuclear Engineering Company's (NECO) Richland, Washington burial facility. This was the first waste shipment from Uni

  • 2 since the March 28, 1979 accident.

During telephone conversations with the State of Washington Health Services Division, Region V became aware that the shipment was due to arrive at NEC0's Richland site on Friday evening, August 10, 1979 and would be unloaded on Saturday morning, August 11, 1979. Mr. James Fitzpatrick, the Regional Director for the Bureau of Motor Carrier Safety in Portland, Oregon, was contacted by telephone. He stated that the Department of Transportation (DOT) did not have personnel available to inspect this shipment, but that a DOT inspector would be immediately dispatched if any problems were encountered by the NRC. A Region V inspector was dispatched to the site on August 10, 1979. Inspection Activities: The inspector arrived at NECO's Richland disposal site =.t 4:15 p.m. on August 10, 1979 and was present when the shipment arrived at 8:30 p.m. The Tri-State trailer came into the Hanford Reservation through the Yakima Barricade entrance. The shipment was escorted to the NECO site from a location on the highway near the Hanford site entrance by Mr. Robert Will of the State of Washington. The trailer was also followed by a van driven by Messrs. Laird and Mayer of Jersey Central Power and Light. They had followed the shipment throughout its journey. The Tri-State trailer was 107?_ ilo

number 440E57 and it carried Missouri license plate 441-672. The cab was number 919 from Tri-State Motor Transit, Joplin, Missouri. The cab displayed the following license plates: Illinois 63416 Nevada 38862M Mississippi 85551 Oregon AD 1883 The vehicle was properly placarded. Drivers reported that no problems were encountered with the shipment during transit. The inspector made a preliminary survey of the radiation levels around the trailer and monitored the radiation levels inside the cab of the tr u;L. Levels..cr0 f;cr.d to bc '. ell balcw the acceptable DOT limits. Contamination swipes were also made on the external surfaces of the trailer. A preliminary check with fiRC instrument number 004280 (calibrated in June of 1979 and due for recalibration on September 9,1979) and a P-11 pancake probe showed no significant re:..avable contamination above background levels. These results are shtwn in AtlEX A of this report. Radioactive Material Shipment and Receipt records were delivered to Mr. Vernon Apple by f1r. Guy Carroll. Copies of those records are attached as ANflEX B, Pages 1 through 14. The Bill of Lading was delivered to Mr. Apple on August 11, 1979. A copy of the bill is attached as AfiflEX C. The inspector returned to the site at 8:50 a.m. on the e rning of October 11, 1979. At that time, Mr. Floyd Dickson, Mr. Ken Gatherum, and Mr. Vernon Apple were present at the site. A uEond set of radiation level measurements, as shown on AtlNEX D of the report, were made by the inspector. The findings were in general agreement with those on the Radioactive Material Shipment and Receipt records.. Mr. Dave Jenkins of the Governor's office and Mr. James Self of the State of Washington Health Services Division arrived on site. Messrs. Laird, Mayer, and Will also returned. The three trailer doors (rear, lef t side, and right side) were opened. State representatives took some radiation level readings. The Region V inspector took radiation level readings with the Minimonitor II,fiRC No. 000358, calibrated in June of 1979 and due for recalibration on September 9, 1979. Readings were taken at the surface of some barrels at each of the three doorways. Maximum results found with the instrument at the surface of the barrels are indicated below: BacK of trailer: 8 mr/hr P,ight side of trailer: 4 mr/hr Left side of trailer: 10 mr/hr Additioial contamination swipes were taken of the surfaces of some of those barrels (See ANNEX E). Results showed no significant removable activity above background. 10/2 1 7 Drums were stenciled, " Radioactive LSA - Unit ?." They also had tape attached to them displaying the radiation symbol and the words, " Caution Radioactive Material." Reporters from several television stations arrived. I;BC news was repre-sented. The reporters were escorted to the site by Ms. Wanda McClain, tiEC0's Public Relations Officer. a The shipment unloading commenced at about 11:00 a.m. The reporters arrived shortly thereaf ter. Barrels were lowered two at a time from the trailer into the disposal pit. All of the barrels were in good condition. The press filmed parts of the unloading operation. They were required te stay aulay from a roped-off area around the pit. The inspector checked the areas where the press was standing most of tne time. Levels were less than 0.5 mr/hr (the Minimonitor liRC 11o. 0003E8.was used for these surveys). The press interviewed I'lECO site personnel, Washington State represent-atives, and the drivers of the escort van. They did not interview the fiRC inspector. The press representatives left the site at about 12:30 p.m., as the f1EC0 personnel had stopped work for a lunch break. Work resumed, and the trailer was completely unloaded by 1:30 p.m. tio problems were encountered with the containers during unloading. fio items of noncompliance were observed. Mr. Floyd Dickson surveyed the empty trailer while Mr. Vernon Apple signed the Bill of Lading (AritlEX C). The trailer was released to the Tri-State drivers, and the inspector left the site. Contamination swipes taken during this inspection were counted on August 13, 1979 on the Region V PC-55, fC4C gas flow proportional counter, flRC i;o. 000383. i;o significant removable activity above background level was detected. The locations where the swipes were taken are described in AtitlEX E of this report. Photographs were taken during the inspection, but they are not attached to this report.
