In connection with our review, we need the information identified in the enclosure to this letter.

Please submit seven copies of your response to the enclosed request for additional information within 30 days following receipt of this letter.

Request for Additional Information 1.

Add a statement that the final responsibility for the quality assurance program for 10 CFR Part 71 requirements rests with the Bethlehem Steel Corporation, that this program will emphasize control of characteristics which are critical to safety, and that it will ensure that the quality control procedures, engineering procedures, and specific provisions of the package design approval are satisfied.

2.

Provide an organization chart (or charts) which shows the reporting relationships of the Corporate Radiation Control Engineer, Environmental Health Engineers, Radiation Coordinators, Radiographer-in-Charge, and Radiography Personnel.

3.

Provide a statement that management approved written procedures:

a) require training before executing quality assurance functions, b) control all documents related to a specific shipping package, and c) control document changes.

Also provide a statement that someone (indicate who by position title) insures that all quality assurance functions are performed according to the applicable version of these procedures.

4.

In the area of audits, add a statement that written check lists will be used, that each activity (including the activities of the Corporate Radiation Control Engineer) will be audited at least once every year that the activity takes place (rather than once every two years provided a Type B shipment has been made during that period), and that the auditor of the Corporate Radiation Control Engineer shall have no responsibility in the activities being audited.
