Dear Dr. Krrbth:
4 We have received your letter of July 16, 1979 stating your views regarding the implementation date for employee pas-down searches and vital area access control utilizing two-man rule and compartmentalization.
On July 31, 1979 the Commission decided that additional time was needed to consider these measures.
This consid-eration is being done, in light of the proposed material access authorization (MAA) program, and will irrclude evaluation of the Hearing Board's recommendaticas on the MAA program.
As a result the Commission has er' anded the implementation date from August 1, 1979 to Novemiber 1, 1979.
A copy of the Federal Register notice is enclosed.
Any further extensa.ons will depend upon the results of our evaluation.
In addition to the evaluation effort mentioned above by the Commission, the staff is participating in the revision of the American National Standard ANSI-N18.17, " Industrial Security for Nuclear Power Plants."
This Standard contains a section on personnel screening.
We would hope that the wide range of interests represented in this effort would evolve a meaningful standard to provide adequate protection against sabotage by an insider at nuclear power plants.
The staff's discussions with the KMC group have also been constructive and it is desirable to continue this exchange of information in order to develop an acceptable program of reliability screening for nuclear power plant ernployees.
