g NRC STAFF'S RESPONSE TO PETITIONS FOR LEAVE TO INTERVENE FILED BY ROBERT C. KUEHM AND WILLIAM J. SCHUESSLER On July 11,1979, ' petitions for leave to intervene in the captioned proceeding were filed by Messrs. Robert C. Kuehm and William J. Schuessler.
Both petitioners allege, inter alia, that they reside within a 50-mile radius of the proposed site for the Allens Creek facility and, in a very general way, that their interests would be affected by the plant.
For the reasons set for.th at length in the "NRC Staff's Response to Petitions for Leave to Intervene Filed by Mr. and Mrs. Bruce A. Palmiter, Dick Day and Niami Hanson,"
dated July 20, 1979, the Staff believes that (1) the petitioners have satisfied the minimal requirements of 10 CFR 52.714 regarding interest, as those requirements have been interpreted by the Appeal Board and (2) the

petitioners should be required by this Board to amend their filings to indicate the specific aspects of this proceeding as to which contentions will be proffered in the required supplement to the petitions.
O r. Kuehm's petition is a carbon copy of that filed by Ms. Hanson.
