Response tu Interrogatory 1 Licensee objects to 1.acerrogatory 1.

At the prehearing con-ference on March 29, 1979 the Atomic Safety and Licensing Board admitted nine of CFSP's contentions as issues in this proceeding.

In Interrogatory 1, CFSP has asked that Licensee furnish it copies of all Licensee Event Reports issued since December of 1978. Since that time, Licersee has issued no LER that relates to CFSP's contentions.

Thus, the informa-tion sought by Interrogatory 1 is not relevant to the sub-ject matter of CFSP's contentions nor is it calvilated to lead to the discovery of admissible evidence as required by 10 CFR 2.740(b)(i)*.

Interrogatory 2 "What revisions have been made to PGE-1020?"

Response to Interrogatory 2 Revision 1 to PGE-1020 was issued on April 2, 1979 with copies to all parties. Revision 2 to PGE-1020 is scheduled to be issued the week of July 16, 1979 with copies to all parties.

Changes made to PCE-1020 by each of these revisions are indi-cated by vertical lines in the margins of changed pages. (LWE)

" Supply copies of all amendments to Technical Specifications issued since they were first approved by the NRC."

Response to Interrogatory 3 A current version of the Technical Specifications is available for use in the Discovery Room at PGE's headquarters.

" Supply copies of all proposed amendments to Technical Specifi-cations now before the NRC or planned 'to be submitted to the NRC within the next 6 months."

Response to Interrogatory 4 Licensee objects to Interrogatory 4.

At the prehearing con-ference on March 29, 1979, the Board admitted nine of CFSP's contentions as issues in this proceeding.

In Interrogatory 4 CFSP requests a copy of any proposed amendment to a Technical Specification which is now before the NRC or which Licensee plans to submit to the NRC in the next six months. No appli-cations for smendments to Technical Specifications now pending before the NRC relate to CFSP's contentions. Licensee has no present plan to file, within the next six months, any applica-tion with the NRC to amend Technical Specifications relevant to CFSP's contentions.

(Any amendment to Technical Specifications required by Phase II of this proceeding will be served on all parties.) Thus, the information sought by Interrogatory 4 is 1024

" Supply all information and studies determining the advan-tages or disadvantages of doing the proposed modification work during the next scheduled refueling. If Licensee has no such information or studies state why?"

Response to Interrogatory 6 Licensee has no formal studies or information concerning the advantages or disadvantages of doing the proposed modi-fication work during the next refueling. Due to the exten-sive nature of the required work, Licensee judged that it was not practical to complete the modification program during a refueling outage; thus, no such studies or information was formalized.

" Explain how workers est aring cable room will be supervised in order to aviod (sic) stepping on cables and aviod (sic) dropping washers on cableo?"

Response to Interrogatory 7 Supervisory personnel will always be present during tha time workers are in the cable spreading room to instruct and pre-vent workers from stepping on, and avoid dropping washers on, cables. In addition, supervisors will assure that cable tray covers will be placed on trays in the vicinity of work associ-ated with the plates and washers.

Interrogatory 8

" Explain the function of supply transformer,120 VAC Control Powerfrom (sic) RDMG to Rod Control (X-56), Logic and Power.

Provide Technical Specifications, manufacture (sic), effects of drilling and protection during modification work."

Response to Interrogatory 8 The 150/120 Volt AC transformer X-56 supplies the main 120-V power to the control circuits within the solid state rod con-trol and power cabinets. This nonsafety-related transformer, supplied by Vestinghouse, is not covered by any Technical Specifications in Appendices A and B to Trojan's Operating License.

1024 i?7 The transformer X-56 will not be affected by drilling, dust or noise during the Control Building modifications since the transformer is housed in an enclosure which protects it. (DLD)

Interrogatory 9 "In response to Consolidated Intervenors Interrogatory 7 Licensee states, 'They will be given training...'

How long will this training last? Who will do the training? Provide a copy of Trojan Administrative Order Ao-9-1."

Response to Interrogatory 9 As described in Licensee's response, dated March 1, 1979, to Consolidated Intervenors' Interrogatory 7 and in Trojan Admini-strative Order A0-9-1, copy provided as Attachment 1, the training will take approximately 1-1/2 days per person. The training is administered by the Trojan Training Staff.

Response to Interrogatory 11 Requested drawings have been placed in the Discovery Room at PCE's headquarters except as follows:

(1) Revision E of Drawing No. 13097 RSK-1 which was supplied to all parties as an attachment to Lic ensee's letter to Director of Nuclear Reactor Regulation, dated July 5,1979; and (2) Drawings No. 6478-833, Rev. 13 and 6478-828, Rev. 9, which to the best of our knowledge do not exist.

Interrogatory 12 "Give the location, equipment served, technical specifica-tions and how affected by modification work for the following cables: DBP-188, DI-1015, B'3-1142, AB-10'80, BPA-747, AB-1010, and BB-1137" Response to Interrogatory 12 The referenced items are not cables, but rather are conduits, a pull box and a cable tray. Safety-related cables within such items do not consist of both Train "A" and "B" for any piece of equipment served. Conduit DI 1015 and pull box DBP-188 contain cables from safety train "B" and are located at Elevation 93 ft of the Control Bui.' ding, as illustrated in the attached Sketch No. 1.

Conduit AB-1010 l024 129

contains a cable from safety train "A" and is located on Elevation 65 ft of the Control Building, as indicated on the attached Sketch No. 2.

Conduits BB-1142, AB-1080, and BB-1137 carry nonsafety-related cables and are located on Elevation 65 ft of the Control Building, as indicated on Sketch No. 2.

Cable Tray BBA 747 carries safety train "B"

and nonsafety-related cables on Elevation 65 ft, as shown on Sketch No. 2.

Sketch Nos.1 and 2 can be compared with the figures in Section 3 of PGE-1020 to see the modification work in these areas which includes: drilling; installation c f bolts, plates, washers and nuts; and for Sketch No. 2, some form-ing and placement of concrete in the opening through the east wall.

Protection of the conduits and cable trays is described in Section 4 of PGE-1020, answers to NRC Staff questions, and responses to your Interrogatory 7.

Interrogatory 13

" State the purpose of the process steam feedwater pipe at elevation 45 ft."

Response to Interrogatory 13 It is assumed that Intervenor is referring to pipeline number 2 in.-EDB-90.

That pipe (which was described in Licensee's response dated March 1,1979 to Consolidated Intervenor's Interrogatory 39) is a nonsafety-related pipe intended for use primarily during periods of shutdown.

It would contain water from the electric process steam boiler.

Interrogatory 14

" List all non-safety related equipment, piping and cables that will be affected by modification work that is used to perform safety functions (this means to keep the plant operating in a safe condition or to assure that the plant is brought to a safe shutdown.)"

Response to Interrogatory 14 There is no such equipment. Equipment, piping and cables which do not fall within the NRC definition of " safety-related" are not relied upon to perform safety functions.

_ PURPOSE All PGE employees at the Trojan Plant will receive training in the following areas:

Radiation Protection, Security, Safety, Energency Plan Response, Quality Assurance, and Fire Protection. This order details the specific training to be received in l

each area as well as the frequency of retraining.

In addition, a section on new employee training is included.

ORDERS A1_1 employees will receive training as described below:

I.

RADIATION PROTECTION A.

All employees s: hose job requires access to controlled areas will participate in radiation protection training. The training will be conducted in two parts. The first part will consist of either a live lecture or a video tape presentation. A written examination will be administered to all persons receiving this training. A grade of less than 70% will be cause for the enployee to receive additional training.

The Training Supervisor vill detemine de extent and nature of any additional training which is required. The second part of this training will include a series of practical demonstrations. These will include the donning and renoval of anti-contamination clothing, exiting from a controlled area, personnel frisking techniques, reading dosimeters, recording information on radiation work pemits, and control of contaninated gear.

B.

Radiation Protection retraining will be conducted yearly for all per-sonnel. Plant radiation protection personnel may be exempted from this training at the discretion of the Chemistry and Radiation Protection Supervisor.

II.

SECURITY All employees will participate in a training session on plant security.

A.

B.

Security retraining will be conducted yearly.

III. SAFETY TRAINING All employees will participate in a yearly safety training program.

This program will be continuing and will consist of biconthly safety-related lectures. The topics for these lectures will be determined by the Supervisor of Security and Safety.

IV.

RADIOLOGICAL EMERGEICY RESPONSE PLAN A.

All employees will participate in a training session on the Trojan Radiological Emergency Response Plan.- A live lecture or a video tape presentation may be used for this training. The training received will stress recognition of alar =s and potential problems as well as the e=ployee action for various energency conditions.

B.

Radiological Emergency Response Plan retraining will be conducted

QUALITY ASSimANCE A.

All employees will participate in a Quality Assurance Training Pro-gram. A live lecture and/or a video tape presentation may be used for this training. The Quality Assurance Supervisor will be respon-sible for establishing _and maintaining the content of this training program.

B.

Qual y Assurance retraining will be conducted every two years.

VI.

FIRE PRf7TECTION TRAINING A.

All employees will participate in a training session on fire protectien.

Instru'etion will be provided in he proper procedures for fire preven-tion, for bringing fires under control and in the use of proper evacu-ation routes. Either a live lecture or a video tape presentation =ay be used for this training.

B.

Fire protection retraining will be conducted annually.

VII. NEW EMPLOYEE INDOCTRINATION AND TRAINING A.

All full tine employees will be trained to the IcVels described in Sections I through VI of this order. The Training Section will l

arrange with the other sections involved to schedule this training.

Conpletion of the initial training will be recorded on the New l

Employee Indoctrination Form and in the individual's training record.

This training shall be completed within 120 days of the employee's starting date. The employee will not be permitted unescorted access to radiological controlled areas until the training described in l

Sections I, II, and IV have been completed.

B.

In addition to the initial general employee training each new l

employee will participate in an indoctrination program. The intent of this program is to familiari:e the employee with the Trojan c gani:ation and basic policies.

Employee Indoctrination Program 1.

The new employee will be instructed to report to Trojan Admini-strative Supervisor's office. Upon arrival he will be escorted to meet with his immediate supervisor.

2.

The Administrative Supervisor will give the employee a "New Employee's Indoctrination Form".

This form lists the various plant personnel who may participate in the employee's indoctri-nation as well as listing training requirements. The employee's

  • supervisor should indicate on the form which personnel the new

employee should meet with as part of his indoctrination.

VIII. EXEMPTIONS A.

Employees who hold a current operator's license and who are partici-pating in a retraining program may be exempted from the retraining in Sections I through V of this order.

B.

Enployees who are members of the fire brigade may be exempted frca the retraining in Section VI of t.his order.

IV.

RECORDS A.

The "New Employee's Indoctrination Form" is a working record and will not be retained.

D.

Those employees who receive the training listed in Sections I through VI of this order will be issued a blue card certifying the training received. The card will be signed by a member of the training staff and will list the employee's name, social security number and the expiration date.

D.

A record of the radiological control training will be retained for the life of the facility.

E.
