Dear Intervenors:

Enclosed is the Affidavit of William J. Ross on security matters as they re-late to, and are affected by, the proposed nodifications to the Trojan Control Building Complex. This Affidavit is based on an evaluation by Mr. Ross of the effects of modifications on maintenance of the required industrial security at the facility as directed by the Licensing Board at the March 1979 Prehearing Conference (Tr. 3186).

The evaluation considered, among other things, the matters raised by CI Contention 1 and CFSP Contention 18 and the concerns which you expressed in responses to interrogatories on these Contention".

Based on this evaluation, and as set forth in the Ross Affidavit, the Stair h-

.eter-mined that:

(1) the Trojan Physical Security Plan will continue to meet all of the pertinent requirements of 10 CFR Part 73 both during and after the proposed modifications; (2) the physical security measures and provisions which the Licensee is required to implement and follow will provide an adequate level of security protection for the facility both during and after the proposed modifications; and (3) the level of protection thus afforded is in accordance with 10 CFR Part 73 and gives reasonable assurance that the proposed modifications will not result in an undue risk to the public health and safety insofar as physical security of the facility is concerned.

The Licensing Board also directed that, upon completion of the Staff's review of the security matter and preparation of the Affidavit summarizing the Staff's review and findings, the Affidavit be submitted to you with the request that, 7909250/

in the event that no security problems are identified and upon a Staff determi-nation that adequate security will be maintained during the nodifications, you stipulate to dismissal of your security-related contentions.

As indicated above and as set forth more fully in the Ross Affidavit, the Staff has deter-mined that adequate security will be maintained during and after the proposed modifications. Accordingly, the Ross Affidavit is submitted for your review and you are requested to stipulate co the dismissal of CI Contention 1 and CFSP Contention 18 consistent with the Licensing Board's suggestion and your agreement at the March Prehearing Conference.

I have enclosed a stipulation on this matter as well as a preaddressed, prepaid envelope for returning the signed stipulation to me.

If you agree to dismissal of the security-related contentions, the signed stipulations'will be submitted to the Licensing Board with a request for dismissal of the contentions.

Within the next few days I will contact you by telephone to discuss this matter with a view toward resolving the security-related contentions.
