August 17, 1979 CHAIRMAN Dr. H. J. Dunster Director of Nuclear Safety Health and Safety Exc:utive Regina House 259 Old Marylebone Road London, England NW15RR
Dear Dr. Dunster:
Please excuse my delay in responding to your thoughtful letter of March 22, 1979 in which you expressed concern about press reports of the views of the Nuclear Regulatory Commission staff regarding ICRP Publication 26.
I certainly regret any distress that reports of these views may have caused you.
A regulatory agency such as ours seeks to adopt radiation protection standards that huve as wide acceptance as possible.
I trust our discussions here on June 12 resolved some of the apprehensions you expressed in your letter.
It was a pleasure to meet with you, Andrew McLean and L.D.G. Richings at that time.
The Commission has been informed but has not considered the staff's concerns about implementing the ICRP-26 recommendations. A summary of the staff concerns is enclosed.
The Commission will formally address the recomrnendations made in ICRP Publication 26 in connection with our review of the new guidance to Federal agencies now being developed for occupational radiation protection by the Environmental Protection Agency.
I appreciate the opportunity to correspond with you on this important matter and would welcome any comments you may have on the enclosures.
Sincerely,
,/
