We appreciate your concern about restarting the operation of Unit No.. I-of the Three Mile Island Nuclear Station. On July 2,1979, the Nuclear Regulatory Commission issued the following order:
- In view ofs the vdiety of issues raised by ue accident at the' Three Mile Island Unit No. 2 facility, the Commission presently lacks the requisite reasonable assurance that the same licensee's i

Commission has further determined that.it is in the public interest that a hearing precede restart of the facility. 'The Commission will j
also issue an. order within thirty. (30) days -specifying in detail
'the basissfor 'its concerns, and the procedures to govern further i
proceedings in-this matter. The licensee may file a writt.en answer to this Order no later than twenty (20) days after the issuance of the detailed Order.
The Commission has found that the public health, safety and interest require.thatuthis order be effective immediately.

Dear President Carter,
In August of this vear Metropolitan Edison is planning to re-open Unit #1 on Three Mile Island. As a resident of Newberry Township, living only.two and one half miles from T. M. I., I ask that yo. u exer.cise your authority and prevent _. Unit #1 from re-opening. You appointed the Kemeny Commission to investigate the causes of the accident and report on their findings.
Until this report is complete no one should be allowed to even consider re-opening Unit #1, especially Met Ed, who's competence to operate a nuclear plant is questionable at best.
If you allow Unit #1 to begin operation prior to your knowing the findings of the commission, then you will have deserted the people who elec+.ed you and will be guilty of appointing a commission only to appease the people.
I believe the people in this area have been put through enough. We've been forced to evacuate our homes, we must live with the threat of cancer attacking our children because of T. M. I. and now, to add insult, we may have to witness the re-opening of that nuclear plant operating under the same management and personnel who caused the problems.
I have never written to anyone of high office, especially the President.
- But, because it directly affects the health of my wife, my children and myself I feel very strongly about this issue, and believe you must keep it closed.
I listened to the hearings that Senator Kennedy had and could not believe that President Eisenhower had such a low regard for the American people. Because of those reports I lost much of the confidence I had in the ' Federal Government.
I hope you will make the right Q
decision and help rebuild my confidence.
