1670.8 Revision 0 1/16/78 ps THREE MILE ISLAND NUCLEAR STATION STATION HEALTH PHYSICS PROCEDURE 1670.8 EMERGENCY RE-ENTRY FOR REPAIR OR RESCUE 1.0 DISCUSSION During a Radiation Emergency, assessment actions are initiated immediately to determine the extent of the emergency.
Protective actions and corrective action may then be taken.
Evacuation of personnel from specific areas or from the site may be necessary.
Emergency repair may be required to correct the emergency conditions or emergency search and rescue may be required if personnel accountability dictates the need.
2.0 EMERGENCY REPAIR TEAM 2.1 The Emergency Repair Team (ERT) will _ consist of the maintenance personnel unde _r the direct supervision maintenance supervisory foreman and the Radiation Protection Supervisor.
2.2 Protective clothing and equipment shall be indicated by the Radiation Protection Supervisor.
2.3 The ERT will proceed to the designated area with the emergency repair kit.
Communications will be maintained with the ECS.
- 2.4 The ERT with the Radiation Protection Monitor will commence corrective action as directed by the ECS.
3.0 EMERGENCY SEARCH AND RESCUE TEAM 3.1 The Emergency Search and Rescue Team (ESRT), consisting of Repair Team, Auxiliary Operators, and/or Rad / Chem Technicians, will be dispatched if personnel accountability dictates the need.
3.2 The ESRT may be directed to re-enter 'an evacuated area which may

have high radiation or contamination levels.
A Radiation Protection Technician will provide assistance.

3.3 Communications will be maintained with the ECS.
Appropriate information will be relayed immediately.
3.4 If personnel are found and need medical attention, the ECS will be notified.
(See 1670.11 "On-Site Medical Emergency" Procedure.)
4.0 GUIDELINES FOR RADIATION EXPOSURE 4.1 The emergency repair team should not exceed 25 Rem to the whole body and/or 125 Rem to the thyroid.
4.2 During lifesaving activities the Rescue Team should not exceed 100 Rem whole body.
4.3 During any emergency, personnel radiation exposure must be evaluated on a risk-benefit basis.
Every effort should be made to minimize exposure.
