Enclosed please find an application from Mitsubishi International Corporation for a license to export 17,578 kilograms uranium en-riched to 2.25% uranium-235 for use as reload fuel for the Mihama Unit I reactor in Japan.

Before taking action on this license application, we would appreci-ate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.

The contract nricer for the Uranium Enriching Services with U.S.

Department of Energy is E(49-lh) UES/JA/001.

Supplier of the feed material for enrichment is CCIliRVEX (France),

BIIFL (U.K.), Eldorado (Canada) and/or Allied Chenical (U.S.A.).

The relevant enriched UF6 will be delivered by Union Carbide Corporation at U.S. DOE Ca2 Ridge Enrich =ent Plant, in Septe=ber 1979 and after being imported to Japan, it is to be converted to UO2 powder, pelletised and fabricated into fuel asse=blies by Mitsubishi I?uclear Fuel Co., Ltd.

As validity of the export license, we wish to have two years period frc=
