Dear Mr. Helfrich:
Enclosed please find an application from General Atomic Company for a license to export to the Republic of Korea replacements and components for the Wolsung I power plant and the KORR I and II research reactors. Mr. tbwry notes in his letter that parts destined for Wolsung I will be shipped directly to South Korea without shipment through Canada. He informed NRC, however, that the ori-ginal CANDU instrumentation system supplied by General Atomic for Wolsung I was exported via Canada. The parts requested in this application and contracted through the Atomic Energy of Canada, Ltd. will be used in this instrumentation system to rep' ace parts that are damaged during plant start up and early opera-tion of Wolsung I.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.

Dear Mr. Peterson:
General Atomic Company makes application pursuant to 10 CFR 110 for component export license authorizing the shipnent of nuclear components to Kor'a.
General Atomic Company is manufacturer of the TRIGA research reactor system and nuclear instrumentation system used for monitoring and control of other power reactors such as the CANDU and certain PWR's. Such reactor instrumen-tation systems require occasional part replacements.
General Atomic has supplied two TRIGA research reactor systems (KORR-I & II) to the Korea Atomic Energy Research Institute. We have also supplied certain nuclear instrumentation systems for the CANDU power reactor at Wolsung via AECL, Canada. This request relates to export of replacement components for use in these facilities.
General Atomic anticipates the export of conponents, with a value of
$150,000, in the next three years.
We have current orders for an uncompensated Ion chamber with extension housing, and a grapple tool specifically prepared for TRIGA reactors. We expect also to send directly certain repair and replace-ment components to the Wolsung reactor during its startup and operation. Add-itional details supporting the license are contained on the attached NRC-7 Form.
We look forward to your early issuance of the requested component export lic-ense.
It is our understanding that Korea is signator of the NPT and has given the U.S. Government assurances that components and natcrials exported for these facilities will not be retransferred or used in a nuclear weapons program.
