Your letter of April 30, 1979 to Ifr. R. Denise regarding the proposed Fulton Generating Station has been referred to ne for reply.

Let ne first apologize for our delay in responding. We wished to have more information on the conse-t.

quences of the Three Mile Island accident before we replied to your comments.

We appreciate very much the clear perception indicated in your letter of some of the principal reasons why seven power generating facilities have been con-structed in your area of south central Pennsylvania.

environmental costs are borne by your constituents as a result of these operations. However, we wish to point out that the impact of a nuclear plant i

on the physical environment is less than that of a coal-fired plant of the same size. The statistical record shows that, when the complete fuel cycle is con-sidered, the costs in deaths and injuries are higher for coal-fired plants than for nuclear plants.

u You nention also the psychological inpact of the accident at the Three Mile Island plant wnich is located in your constituency. The seriousness of the URC's concern is indicated by the sizable staff which has been assigned to study in depth the safety implications of the accident.

In addition, the President's Couaission and two Congressional connittees are conducting separate investigations. The results of these investigations will provide a basis for actions which will reduce the likelihood of future accidents of the type that occurred at Three tiile Island. These actions to iuprove safety will include changes in plant design, operator training and operating procedures.

In the event that the Fulton application is accepted for early site review, your concern about increasing the concentration of nuclear plants in this area will be given full consideration.

In recent reviews, the staff and the a-n, hearing boards have been placing increased enphasis on socio-economic effects
