Dear Mr. Buckley:
This is in par tial response to your letter dated August 1,1979 in which you requested, pursuant to the Freedom of Information Act (F0!A), copies of all records from January 1,1976 to the present relating to: 1)
Westinghouse Electric Corporation export license applications No. XR-120 (11/18/76), No. XCOM-0013 (8/3/78), and No. XSNN-1471 (3/6/79); 2) all records from January 1,1976 to the present relating to procedures for applications and policies for export licenses for facilities, components, or nuclear power plant fuel; and 3) all records from January 1,1976 to the present relating to the Philippine Power Reactor Project.
In a telephone conversation with you on August 16,197., Ms. Betty Wagman of my staff explained that documents subje. t to your request would be placed in the NRC Public Document Room (POR), 1717 H Street, N.W., Washington, DC, where they would be available for inspection and copying. These documents are listed in Appendix A, enclosed, numbers 1 through 60.
In addition, I am enclosing copies of our responses to earlier F0IA requests on the same subject (F01A-78-243, F0IA-78-255, and F01A-79-186). Documents released in response to these requests are also on file at the PDR.
Documents which belong to the Dcpartment of State, the Department of Interic. and the Export-Import Bank of the U.S. and are subject to your request '. ave been referred to those agencies for a disclosure determination and their direct response to you.
Copies of the referral letters are enclosed.
Document 61 of Appendix A contains information classified pursuant to Executive Order 12065.
This information is being withheld from public disclosure pursuant to Exemption (1) of the Freedom of Information Act, (5 U.S.C. 552(b)(1)) and 10 CFR 9.5(a)(1) of the Commission's regulations.

Pursuant to 10 CFR 9.15, it has been determined that the informction withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest.
