SUBJECT:

REQUEST FOR PARTICIPATION IN OCONEE/MCGUIRE HEARINGS The staff is presently engaged in evidentiary hearings related to Duke Power Company's proposed shipment of spent fuel from Oconee Nuclear Station to McGuire Nuclear. Station for storage. This proceeding was held in Charlotte, N. C. from June 19 to June 29, 1979, and has recessed until August 6, 1979.

During the course of the hearing, a number of questions were raised by the ASLB and intervenors with regard to inspection requirements and procedures for the spent fuel casks. We have made a commitment to the Board to respond to these questions at the time the hearing reconvenes.

It is my understanding that Mr. William McNeill, a member of the I&E Region IV staff, has been involved in this area and is knowledgeable of the inspection requirements. Members of my staff have talked with Mr.

McNeill, and discussed the need for someone to testify as to the fabrication inspections of spent fuel casks. Mr. McNeill was receptive to the idea and is willing to participate in this proceeding.

I am requcsting your assistance and approval of the availability of Mr. McNeill or another appropriate I&E representative for their partici-pation.

I would appreciate hearing from you on this matter soon in light of the short time remaining until August 6.

It is anticipated that the requested support will require 1-2 days at the hearing during the week of August 6.
