SUBJECT:

TO IMPROVE SECTION'S RESPONSIVENESS AND PRODUCTIVITY Enclosed is a proposed functional organization for Section A.

This organization has been in place and functioning on an informal trial basis for about four weeks and appears to be working very well.

I believe that a key to the success of the proposed organization is that the lead man for each of the functional areas is well qualified and familiar with the NRC's procedures and policies.

Because this organization lacks formal management recognition, it does not reduce (to the extent that it could) the routine paper work that must be reviewed and approved by me.

I would appreciate your cooperation by your authorizing each of the lead engineers to act as my intemediaries to approve and forward those documents which address subjects within their respective areas of expertise and which are of a routine nature, i.e., do not involve policy decisions.

In making this request I want to point out that the responsiveness and productivity of the Section will be improved considerably, thereby accelerating a reduction in the work backlog, and at the same time I will be freed to more effectively plan, manage, and support DDR management objectives.

I also believe that this administrative action would be of benefit to the NRC in that we will be developing nanagement experience in the engineering staff.

As you are well aware, we are entering an era of requiring technical management leadership to ensure the success of our rapidly enlarging technical assistance programs.
