Dear iJ.C Operator Licenses ic:plicitly require consistent exercise of mature judgcent in all matters related to nuclear safety.
Your April 14, 1979 entry into a potentially hign radiation area in violation of the facility Tecnnical Specifications, VEPC0 procedures and Cocnission's regulations demonstrate a failure to follow casic radiation protection requirements anc; a serious lack of good judgment. Accordingly, you are put en notice that future occurrences of such flagrant violations of requirements or der.onstration of poor judgcent may result in stringent MRC enforcement actions, including li.:ense modifications, revocations, or suspensions and civil penalties. This Cotnission will not hesitate to take sucn action for failure. to observe any tems or conditions of licenses, cr any rule, regulation or Order of the Cocuission or any concuct detemined to be a aa ard to safe operation of the facility.
Letters are being sent to all HRC Operator Licensees notifying them of our int.ention to consider taking enforceacnt actions directly against their licenses in all future cases.here poor judgment raise concerns about their ability to perfom their job functions safely or where NRC requirements are violated.
