We have reviewed Revision i to your Safegaards Contingency Plan submitted with yuur letter of May 18, 1979 and have determined tnat your revised plan is acceptable.
In view of the fact that the Physical Security Plan, Safeguards Contingency Plan and Guard Training and Qualification Plan comprise the essential ele-ments of the physical protection program requirements, we have found it appropriate to incorporate, by reference, all of these plans into your license in the Materials and Plant Protection Ame.,dment to your license.
'le are revising Conditions 9.0 and 9.1, establishin] 9.1. A to incorporate the physical security plan, 9.1.3 to incorporate tb #afeguards Contingency Plan, and 9.1.C to incorporate the Guard Training and Qualification Plan.
We are also modifying Condition 9.2 by referring to all of the foregoing plans.
Therefore, in accordance with the foregoing, we are hereby amending Section 9.0 of M;terials and Plant Protection Amendment MPP-1 to your License Mo.
SNM-358 by amending License Conditions 9.1 and 9.2 as set forth in the enclosure to this letter, effective 30 days following the receipt of this letter.
We have determined that the enclosure to your letter of May 18,1979 con-tains information of a type specified in 10 CFR 2.790(d). Accordingly, it is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

ENCLOSURE Docket No.70-371 License No. SNM-368 MPP-1 9.0 PHYSICAL PROTECTICM REGLIREMENTS 9.1 The licensee shall follow the plans indicated below:

9.1. A The licensee shall follow the security plan entitled, " Physical Protection Plan, United Nuclear Corporation, Montville, Revision 3 dated June 16, 1976-as revised by Revicion 4 dated July 7, 1977, and as amendec ay licensee's letters dated June 13, 1975, November 22, 1976, February 1,1978 and May 25, 1978.
9.1. 3 The licensee shall follow the Safeguards Con +.ingency Plan, Montville Facility, Revision 0, dated September 19,1978, as amended by Revision 1, April 30,1979; and as amended by these license conditions and as further amended by changes authorized under the provisions of 10 CFR 70.32(e;.
9.1.C (Reserved for the Guard Training and Qualification Plan.)
9.2 No statement in the licensee's facility plans as describec in 9.1 above shall relieve the licensee of a r quirement of 10 CFR Part 73 unless granted in a specific exemption :r exception set forth as a condition of this license.
