Dear Mr. Bauer:
This memorandum provides guidance and funding to BNL to support the Division of Operating Reactors for evaluations of Inservice Testing Programs for operating nuclear power plants.
The scope of this work and schedule are defined in the enclosure. The FY 1979 CH Financial Plan will include $200,000, an increase of $60,000 as of February 1,1979, for this work under B&R 2019 04 031, Fin A3117.
This additional funding will be made available by transferring $15,000 from BNL Fin A3106 and modifying FY 1979 CH Financial Plan to include an additional $45,000.
Bimonthly progress reports containing technical achievements and financial status should be sent to this office. provides an estimated schedule for completing IST reviews.

The enclosed NRC Form 173, Standard Order for DOE Work, for $45,000 is hereby submitted in accordance with Section III.B.2 of the DOE /NRC Memorandum of Understanding of February 24, 1978.
Please indicate DOE acceptance by signing and returning the enclosed NRC Form 173 to the NRC Office of the Controller, Division of Accounting, with a copy to the office of NRR, Attention Triplett.

ENCLOSURE 1 SCOPE OF WORK Technical Assistance on Inservice Testing Prograns Review as required by 10 CFR 50.55 a(g).
BNL will provide technical assistance to the D0R staff in the review of Inservice Testing Program for pumps and valves as required by 10 CFR 50.55a(g).
The review will include the reivew of proposed and updated programs for the following power stations:
Connecticut Yankee Cooper Indian Point 2 San Onofre Three Mile Island Kewaunee Yr.;iKee Rowe Browns Ferry 1, 2, 3 fitzpatrick Arkansas Point Beach Vermont Yankee Pilgrim 1 The program objective is to provide recommendations to the staff's evaluation of the licensee's proposed and periodically updated inservice testing program to assure compliance with the regulations.
The scope of the work includes:
a)
Evaluating the technical basis for relief from ASME Section XI Code requirements taken by the licensee that are determined to be impractical for his facility.
b)
Provide input for round one questions which will be transmitted to the licensee to request additional information.
c)
Evaluating the licensce's responses and participating in meetings with the NRC and the licensee to resolve further differences. This may involve trips to the plant or the NRC to have meetings with the licensee.
d)
Pre 9are a written input to the Safety Evaluation Report on the pr(posed inservice testing programs.
e)
In addition to the technical review, BNL will assist the staff in clarifying governing documents, in responding to ACRS requests for information and by appearing at hearings.
