Dear Mrs. Hinson:

Thank you for your letter of April 25, 1979, addressed to the U. S. Nuclear Regulatory Commission regarding the proposed Blue Hills Station. Since the licensing process involves an adjudicatory hearing which might be subject to review by the Commissioners, it would be inappropriate for a Commissioner to personally reply to you.

For this reason, your lettar has been referred to me for response.

In your letter you indicate your strong opposition to the construction of the nuclear units.

Recently a hearing was held in Jasper, Texas, to consider the environmental effects of the proposed nuclear generating units and the suitability of the proposed site for the units. A decision on these matters from the licensing board is expected soon.

Safety matters concerning the nuclear plant itself, such as design of the plant, were not considered at this hearing.

If and when the applicant for the plant, Gulf States Utilities Company, wishes to construct a plant on this site, it must apply for construction permits for any nuclear generating units it wishes to place on the site.

This application will be accompanied by a specific plant design. At that time, safety matters relating to plant design will be considered.
