Dear Governor Ray:
In 1976, the Nuclear Regulatory Co. mission adopted a number of recomendations suggested by State organizations, including the National Governors' Association, for streamlining the siting and environmental review process for nuclear facilities.
One of the most important suggestions was that the States appoint a single person to act as a liaison officer to NRC to improve Federal / State coopera tion.
Since the beginning of the liaison officer program, forty-nine Governors have appointed a liaison officer to the NRC and also the Connonwealth of Puerto Rico.
In the past two years we have worked with the appointed State liaison officers in all aspects of our program, including transportation of radioactive waste, siting, environmental matters, decommissioning, emergency ecsponse, notification and waste disposal.
Mr. Maurice Van Nostrand, Chairman, Iowa State Comarce Commission, was the appointed State liaisoq officer to the NRC. We understand Maurice Van Nostrand has recently resigned fr'om the Iowa State Comerce Comission.
I hope you will consider appointing a new individual to succeed Mr. Van Nostrand as the Iowa liaison officer to the NRC.
