Dear Mr. Hanus:
Your letter of June 20. 1979 to the President enclosed a resolution adopted by the Wayne County Board of Comissioners. which urged the implementation of stricter nuclear power plant safety standards and licensing procedures.
That aspect af the resolution has been.eferred to the Nuclear Regulator; Conni ssi on.
As a result of the accident at Three '111e Island, task forces have been established within the ?!uclear Regulatory Connission to (1) give direct support to Three Mile Island on such matters as core cooling cleanup and recovery operTtions (2) review responses by electric utilities to NRC orders and busletins, (3) identify, analyze, and recomend changes in licensing requirenents and in the licensing process based on lessons learned from Three Mile Island, (4) assure the continued safe operation of operating plants and (5) conplete work cn unresolved safety issues.
The result t ill be new or revised MRC regulations concerning such natters as the tra.ning of operators, operating procedures. erergency plannina instrurentation and design. Priority is being given to plants that the
':RC has ordered to shut down. plants that are operating and plants that are near to being ready for operations.
New requirenents will also apply to other plants under construction where there is more time availacle for
.:aki ng changes.
