Thomas Vandel having first been duly sworn and having provided aducational and professional qualifications in written testimony regarding contention nu=ber 14, hereby states the following:

At the pre-hearing conference held in the captioned proceeding held on May 21, 22, 23, 1979, an affidavit of Robert Anderson was st.bmitted to the licensing board. A copy of that affidavit is attached.

Mr. Anderson alleges that water tight doors and doer frames installed at Zi==er failed pressure testing. Five doors located in the pu=p house and ' fire decrs located in the reactor building beneath the reactor core all failed to hold a 20 psi pressure wuen tested because the door frame e= bedded in concrete place =ent leaked. The licensing beard has requested the NRC staff to address this allegation.

During a routine inspection at the Zi==er site on May 22-24, 1979, the Region III of fice of Inspecpqn and Enforcement inspector deter =ined the following regarding water tight doors.

N Mr. Robert Anderson was on site during February and March 1978 e= ployed by R. V. Harty Co=pany to install water tight doors.

2.

The 20 psi pressure test applied by Mr. Anderson was only a contractor proof test and not a licensee quality acceptance test.

3.

The ten doors, as stated, failed to hold the 20 psi pressure due to leaking between the steel angle door frame and the concrete placement in which they were e= bedded.

4.

Subsequent to the ti=e the R. V. Harty Company departed from thc site the leaking door fra=es were successfully repaired utilizing an epoxy plastic =aterial.

Currently the quality acceptance tests are being performed with two frame tests, one at 10 psi and a second at 17 psi being performed, along with a door test at 82 psi (door seal test) also being performed.

6.

The inspector reviewed some test results of tests that had been successfully cc=pleted. All door testing had not been ec=pleted at the ti=e of the inspection.

Based on the inspector's review of the matter we conclude that the decr proble=

is being adequately corrected and we will continue to review this matter.

I, Robert Anderson, aged 35, residing at 2980 Moore Road, Rt.

  1. 2, Bethel, Ohic, hereby state that I have been a journeymar Ironworker (J. I.W. ) for 10 (ten) years; that I an a memrer of Iron Workers Local 44; that I worked at the site of t?.e Zimmer nuclear power station at Moscow, Ohio for apprr,ximately 2 years; that I worked for the R.

Hardy Co. as an ironworker installing and pressure checking watertight doors and door frames at the Zimmer site for the months of February and March, 1978; and that I have personal knowledge of the f acts hereinaf ter related:

I hereby state that after installing 12 to 15 door frames and doors I personally prcssure tested 10 of the doors which I installed at 20 p.s.l..

Wnile none of the doors cr door frames leaked, all 10 (ten) of the door unit; leaked between the concrete and the steel angle which was imbedded inte the concrete so that the door frame could be hung.

Therefore, none of these units would hold the test pressure of 20 p.s.1..

Five of the leaking units were located in the pump house at the plant, and the remaining five units were loc _ed in the reactor building beneath the reactor core.
