REASCN FCR -INVESTIGATICN During the investigation inttfated on November 14,197C and continuing through January 12, 1979 at the Norton landfill area and seve ral other locations in the Attleboro and Norton, Massachusetts areas, saccles were taken frca the Norton landffil for analysts of the radicactive material. The analyses indicated that decleted, ncrmal and enriched uranfum materials were resent at the Nort n landfill area. Introduction The results of the Norten, Massachusetts landfill sample analyses as of December 1,1978, indicated that large quantitf er of depleted uranium and lesser quantities of normal and enriched uranium wera present at the landfilT site. Investigation.:indines The results of the analyses as of Cecember 1,1978, indicated large quantities of depleted uranium and small quantities of normal and enriched uranium were present at the Nor*:n landfill site. A review of the work performied by D. E. Ma'Kepeace, Division Engelhard Industries, Plainville, Massachusetts (new Engelhard Industries) during the period 1957 through 1968 did not reveal work perforced during that time span which had any similarity to the enriched saccles frem the Nort:n landfill area. D. E. Makepeaca had perfor ed work with enriched, depleted and. nor:si uranium. The enriched material was not of the type found at the Nort:n landfill area and there were no large quan.ities of depleted matarial unac untad for. A review of the work performed 5y M&C Nuclear Enc.., a.. totally cwned ruhsidiary of Metalt & Controls Inc. (new Texas Enstrumentr) revealed that M&C Nuclear had per' armed werk with matariais similar to the enriched uranium sampier fcund at the Norton landfill sita as well as with normal and depleted uranium. nble-I reveals that many of the arear surveyed and anaiy:ed at thd Norton Tandfill area c:ntained decleted uranium material. M&C Nucl ear Enc., in a c:ntract with Argonne National Lacoratory, perfer ed a large hbrication job with decleted uranium. Upon c mpletion of this work, there was a depleted uranium loss in excess of One ton. In several talephcne ::nversations wi:h Mr. Xenneth Cuffy, former Nuclear Material Accountability Representative for M&C Nuclear, it was 1 earned that M&C Nuclear Surned depleted uranium chips and turningr in order to render it non-pyr phoric prior to returning this material to Argonne National LaEaratory. Thir Surning was ac::malished cut of dcors in c:en trays which frequently spilled cver or failed. The ground around these trays was often covered with depleted uranium. It was also learned that large quantities of scil aere c:ntained in the drums of a:arial re urned :: Argenne as a resui c f trying to shovel this matarial into drums for return. The area wnere this burning eccurred sas cleaned and it is fairly certain that the material esulting "Om the cleanu: was taken :c the Ncrt:n landfill area. 6' Mr. K. C. Cuffy also furnished information with regard to uranium-aluminum fabricaticn work performed at M&C Nuclear during the period frcm 1957-1963. He state; that there were several contracts for uranium-aluminum work with uranium enriched to small fractions below 20%. Cne job of this type performed for Belgium had uranium unacc unted for in excass of nor.al limits. These jobs were perforned on a U.S. Government to Foreign Government contract througiT Metil s. & ControIs Inc. Sampie F-12 in Table I representad also by NBL Samole No. E 5581 A in Enclosure 1 is the sample of this type of material found at the Norton landfill site, Mr. Cuffy also reTated that the licensed material at M&C Nuclear during the tirne s;:an under investigat'en c:nsistad primarily of uranium metal fail and fo1T grade ingots of various enrienments. The matarf als were pure uranium unalloyed with other material s. They wers present in small quantities wnen ccmcared with the M&C Nuclear goverrment cont act matarial. MatariaTI of unalloyed enriched. uranium were not found to Ee cresent at the Nor*::n landffil area. E. Conclusiens, The-conclusion of this investigation is that M&C Nuclear Inc. was the probable source of the uranium materials found at the Norten landffil sita and that the materfals identified were fr:m centract work perforned by M&C Nuclear Inc. for the Atcmf c Energ.y-Comtssion. 5 i,i, su
