INTERIM EXTENSION OF APPROVAL TER!i FOR PDA-4 On May 4,1979, ti e expiration date of your PDA-4 was changed from May 5, 1979 to June'5, 1979. This action, described in my letter to you dated May 4,1979, was taken in order to provide adequate staff time to review the completeness of your May 3,1979 responses to PDA extension matters identified in my letter of January 24, 1979.
We now find that we will not be able to complete our review of your May 3 letter response prior to June 5,1979. The unforeseen demand on available manpower resources resulting from the TMI-2 accident and its aft-ath has temporarily interrupted our planned work on PDA extensions. We have decided to continue the interim extension of PDA-4 to August 18, 1979, which is also the expiration date of PDA-6 issued for the SWESSAR-P1 balance-of-plant in combination with the Combustion Engineering CESSAR nuclear steam supply system design. Our review of your May 4 submittal will be conducted for the purpose of deciding on administrative extensions for both PDA-4 and PDA-6.
Please note that, in accordance with the Conmission's August 22, 1978 policy statement, the PDA extensions, if granted, will each be for an additional two years, making each valid for a total of five years from the original date of issuance of the PDA.
For the interim, we have amended PDA-4 to change the expiration date to August 18, 1979. Copies of Amendment No. 3 to PDA-4, and a related notice which is being forwarded to the Office of the Federal Register for publi-cation are enclosed for your information and use.

Mr. W. J. L. Kennedy JUN 1 1979 Our action to be taken prior to August 18, 1979 will require our evaluation of your responses to Category 1 PDA extension matters.
I urge you to sub-mit those responses as soon as possible, but not later than the end of July 1979, as you indicated in your May 3 letter to me. Also, the PDA extensions will only be issued on the basis of material which is officially a part of your SWESSAR-P1 safety analysis report. As requested in our January 24, 1979 PDA extension letter, you are expected to file an amendment to the safety analysis report in the form of an Appendix to that report, containing all of the material pertinent to the PDA extension matters.
