Dear Mr. Chairman:
In your letter of August 4,1978, confirmed by subsequent discuss 10n with your staff, you asked tiRC to provide to you copies of documents concerning the Philippine Nuclear Power Project, including reports or other documents, e.g., notes, memoranda, and correspondence, on this project authored by Dr. Morris Rosen of the International Atomic Energy Agency.
iiRC has none of the documents, e.g., notes, memoranda, and correspondence, requested in your letter and confirmed by subsequent discussions with your staff.
We have not received an IAEA report of the safety mission headed by Dr. Rosen in July 1977; nor have we received a report of the IAEA study, requested by the Philippine Government, which has been conducted over the last several months concerning the safety and siting arrangements of this Project.
(IAEA safety reports of this type are normally given limited, confidential distribution and not released to third parties.)
Wee understand, however, that the Department of State expects to obtain a report on this IAEA study when released by the Philippine Government, and to provide such a report to the flRC.
We have informed Mr. Louis fiosenzo, Deputy Assistant Secretary for fluclear Energy and Energy Tech-nology Affairs, Department of State, of your interest in the matter; he has indicated that they will be pleased to provide you a copy at that time.
