RAIERCB5requestedadditionaldetailsforthecalculationsandassumptionsforthe$4.5million operationandmaintenancecostsinERTable9.2.5(Holtec,2017:hereinaftercalledERRev0).Table 9.2.5fromERRev0citedthe2017DataCallasthesourcefortheinformationinTable9.2.5.However, the2017DataCalldocumentwasnotprovidedintheinitiallicenseapplication.

TheRAIresponseupdatedERChapter9(Holtec,2018a:hereinaftercalledERRev3)andHoltecReport HI2177593(Holtec,2018b).TheDataCall2017documentwasincludedwithinERRev3asAppendixG.

TherevisionsinERRev3changedtheannualoperationandmaintenancecostestimatesfrom$4.5 millionto$27.3millionbutdidnotclarifyhowthe$27.3millionestimatewasgenerated.

Theinputstotheupdated$27.3millionestimateinERRev.3donotappeartobeconsistentwiththe estimatesprovidedtheJanuary2019responsetoRAICB2(Holtec,2019a).ERRev.3statedthatthe initial$4.5millionestimatewasbasedonexistingdecommissionedpowerplantcostsandthatthe revised$27.3millionestimatewasproratedtomoreadequatelyrepresentexpectedcostsforthe proposedCISF.TheupdatedTable9.2.5alsoincludesa$19,404,800lineitemidentifiedasplant operationcosts(minuslabor)butdoesnotexplainthebasisforthislineitemcost.Therevisedestimate accountedforanincreaseinlaborcosts(seeERTable9.2.5)butdidnototherwisereflectanychangein thenumberofemployeesorthehourlyratescitedinthe2017DataCall,whichhadestimateda$4.5 millioncost.

ThefollowinginformationshouldbesubmittedtocompletetheRAIresponse:

ConfirmthecostestimatefortheoperationandmaintenanceoftheproposedCISF.

Provideadetailedexplanationofhowthiscostestimatewasgenerated,includingadescription ofwhatcomprisesthelineitemforoperationcostsminuslabor.Indoingso,explainwhether theJanuary2019responsetoRAIERCB2remainsaccurate.

Asappropriate,provideconformingchangestotheERandotherapplicationdocumentation (e.g.,HoltecFinancialAssurancePlanReport).

HoltecResponse:

Thetotalcostestimateof$27.3millionfortheoperationandmaintenanceoftheproposedCISFas showninTable9.2.5ofERRev.3(andlaterrevisions)isaccurate.AtypointhethirdlineforChemists hasbeencorrectedfrom$249,000to$249,600(correctioniscapturedinERRev.7).Thistypodidnot causeerrorsinotherlineitemsofthistableandhadnoeffectonthetotalcostestimatefor maintenanceandoperations(approximately$27.3million).

ThefullcostestimatepresentedinERTable9.2.5isascaledvaluebasedoffthe$4.5millionestimated costsprovidedbyanexisting,decommissionednuclearpowerplant.Thevalueof$4.5million,as describedinthe2017DataCall,specifiesthat$1.3millionofthe$4.5millionisdirectlyattributedtothe costoflabor.Itisassumedthatthetotalannualoperatingcostsfornonlaborcostswillscalelinearly withtheincreaseinlaborcosts.Therefore,todeterminethetotalannualoperatingcosts,thetotal annuallaborcostsarecalculatedfirstbasedonthetotaloperationalworkforcequantityandsalary estimates(alsoprovidedinthe2017DataCall).Allworkersareassumedtowork2080hoursannually.

Thetotalannuallaborcostisthereforedeterminedtobe$7,883,200.Theannuallaborcostisthen multipliedby4.5anddividedby1.3togettheestimatedtotalannualoperatingcosts.Thenonlabor Page 1 of 5 toHoltecLetter5025048 ResponsestoNRCStaffEvaluationofRAIResponses portionoftheannualoperatingcostscanthenbedeterminedbysubtractingsumofthelaborcosts fromthetotalannualcosts.

TheJanuary2019responsetoRAIERCB2isnotaccurateasitutilizedthewrongtotaloperationand maintenancecostestimatevalue.However,thetableprovidedintheresponsetoRAIERCB2showing themixofanticipatedoperatingcostsdoesshowaccuratepercentagevaluesforeachlineitem.Table 9.2.5hasbeenupdatedandexpandedinERRev.7toshowtheadditionalnonlaborlineitemsprovided inthepreviousresponsetoRAIERCB2.

Tocapturethechangesasdescribedabove,onlyERChapter9requiredrevision.Nochangeswere neededinanyotherHoltecReportsasaresultoftheseupdates,includingtheHoltecFinancial AssurancePlanReport.TheHoltecFinancialAssurancePlanReportalreadyproperlyreflectsanannual operationsandmaintenancecostof$27.3million.

RAIERCB3requestedclarificationofthenetbenefitsornetlossesattributedtotheproposedaction andinconsistenciesintheER(Holtec,2017)regardingwhethertheproposedactionwouldresultinanet benefitornetloss.IntroductorytextinERSection9.2.3statedthattheproposedactionwouldresultin netbenefitsratherthannetlossesunderbothPhase1andfullbuildout(i.e.,Phase120).However, subsequenttestinthatsamesectionstatedthatthediscountedcostsforthefullbuildoutofScenario2 resultedinanetloss.

IntheresponsetoRAIERCB3,theERSection9.2.3(Rev5)(Holtec,2019b)wasrevisedtoconsistently statethatthediscountedcostsforthefullbuildoutofScenario2resultinanetloss.However,thesame revisionoftheERcontainsadditionalinconsistenciesconcerningtheassessmentofnetbenefitsand lossesorcost(netvalues)including:

ThefirstparagraphofERSection9.2.3statednondiscountedcostsforfullbuildoutofScenario 2resultsinanetbenefit(noestimateprovided)whereasparagraphthreeofthesamesection statedthatnondiscountedcostsforfullbuildoutofScenario2resultsinanetcost(loss)of$300 million.

TheestimatednetvaluespresentedintheERSection9.2.3textwereinconsistentwiththenet valuesassociatedwiththeinformationpresentedinERTables9.2.1to9.2.6(hereaftercalled theERSection9.2tables).TheNRCstaffcalculatednetvaluesshowninthetablebelow.It comparesthenetvaluesfromtheERSection9.2.3textandtheERSection9.2tables.The discrepanciesbetweenthetextandtablesareinbold.ThetextinERSection9.2.3containedall ofthenetvaluesbutonlysomeoftheproposedactioncostsandtheNoActionalternativecosts (inputdata).TheERSection9.2tablescontainedalloftheinputdatabutnoneofthenet values.

RAIERPA5requested:i)theprojectscheduleberevisedtoclearlyidentifybyeachPYwhichproject stagesandphaseareactiveoverthelicenseterm(e.g.,inPY3Phase2constructionandPhase1 operationsareactive)andii)foreachprojectstage,detailthetypeofactivitiesthatwouldbeoccurring andtypesofequipmentthatmaybeinuse.TheERTable1.3(Holtec,2017)onlyaddressedthefirsthalf oftheprojectlifespananddidnotclearlyidentifytheoverlapintermsofphases.TheRAIrequested informationonthepotentialoverlapinordertoassesspotentialboundingimpactsforenvironmental resourceareas,inparticularregardingairqualityandemissionlevels.

TheERTable1.3(Holtec,2019b)wasrevisedinresponsetoRAIERPA5.Fortheconstructionstage, revisedERTable1.3identifiedinwhichPYstheconstructionstagewasactiveandalsospecifiedthe phase(e.g.,PY4-constructionPhase3active).Fortheoperationsstage,revisedERTable1.3identified inwhichPYstheoperationstagewasactive;however,itdidnotincludethephaseinformation.Forthe decommissioningstage,anoteforfinalyearsbutitdidnotspecifyeitherthePYsorphases.Thewritten responsetoRAIERPA5(Holtec,2019c)didnotaddressthesecondpartoftheRAIwhichrequestedfor eachstage,detailwhatactivitiesareoccurringandwhatequipmentisinuse.

Iftheoperationsanddecommissioningstagesoverlap,thenthepeakemissionlevelscouldexceedthe emissionthresholdsidentifiedintheERandwouldseemtobeinconsistentwiththeMarch2019 responsetoRAIERAQ3,whichstatesthatoperationswouldceaseandallSNFwouldberemovedfrom Page 3 of 5 toHoltecLetter5025048 ResponsestoNRCStaffEvaluationofRAIResponses thesitepriortothestartofdemolitionactivities(i.e.,thatoperationsanddecommissioningwouldnot overlap).Inaddition,theresponseforRAIERPA5statedthatoperationsanddecommissioningstages overlapisnotconsistentwiththeMarch2019RAIresponsetoRAIERAQ3whichstatesthatallSNF wouldberemovedfromthesiteandoperationsactivitiesceasedpriortothestartofdemolition activities(i.e.,operationsanddecommissioningdonotoverlap).

ThefollowinginformationshouldbesubmittedtocompletetheRAIresponse.

Clarifytheextenttowhich,ifatall,operationalstagesatthesitewouldoverlapwith decommissioningstageactivities.

Explaintheimplications,ifany,fortheenvironmentalimpactanalysis(e.g.,forpeakemission levels),andupdatetheERandresponsestoRAIsPA5andAQ3asappropriate.

UpdatetheERandresponsestoRAIsPA5accordingly.

Table1.3hasbeenfurtherrevisedtospecifytheoperationalphasesinadditiontoconstructionphases andoperationalcapacity.ThenotebelowTable1.3wasrevisedtoclarifythatonlydecommissioning planningactivitieswilloverlapwiththefinalyearsoftheoperationonlystage.However,alldemolition activitiesforthedecommissioningphasewillnotbeginuntilallSNFisremovedfromthesiteand operationsactivitiesceased.

ThisupdatedresponsehasnobearingonthepreviousresponsesforPA5orAQ3aswemaintainthe factthedemolitionactivitieswillnotoverlapwithanyoperationalorconstructionphases(notethatthe updatedResponsetoRAIERAQ4belowdoesresultinchangestoTables4.6.1through4.6.4).

Additionally,Chapter4.6alreadydiscussesindetailthetypeofactivitiesthatcouldbeoccurringand typesofequipmentthatmaybeinuseforeachstage.

RAIERAQ4requesteddetailedinformation(e.g.,calculations,inputs,sourcesactivities,and parameters)usedtogenerateeachoftheemissioninventoriesinERTables4.6.1through4.6.4(Holtec, 2017).

HoltecsMarch2019responsetoRAIERAQ4(Holtec,2019c)includedseparatespreadsheetfiles (Holtec,2019d)whichprovidedadditionalinformationforthegenerationoftheemissioninventoriesin ERTables4.6.1to4.6.4.Theseparatespreadsheetfilesdidnotprovidetheequationsoraclear descriptionofhowtheparticulatematterPM10emissionratesweregeneratedfortheearthmoving activities.

Theinformationinthespreadsheetfileswasalsoinconsistentwithotherinformationintheapplication.

TheERSection4.6.1.1(Holtec,2017)statedthattheearthmovingactivitieswerecalculatedaccounting forthefull133.5hectares[330acres]oflandthatwouldbedisturbedovertheconstructionperiod.

However,thatstatementisinconsistentwiththisinformationintheseparatespreadsheetfileswhich specifyavalueof80.9hectares[200acres].TheMarch2019responsetoRAIERAQ8indicatedthatno mitigationmeasureswereincorporatedintotheemissioninventoriesinERTables9.2.1to9.2.4.This Page 4 of 5 toHoltecLetter5025048 ResponsestoNRCStaffEvaluationofRAIResponses statementwasnotconsistentwiththisinformationintheseparatespreadsheetfileswhichincorporate afivepercentreductioninemissionsfornotconductingactivitieswhenthewindspeedexceeds40.2 kph[25mph].

ThefollowinginformationshouldbesubmittedtocompletetheRAIresponse:

RevisetheERandtheseparatespreadsheetfilestoensureconsistencyconcerningtheamount oflandassociatedwiththeearthmovingactivityemissions.

ProvidetheequationandinputparametersusedtoestimatetheparticulatematterPM10 emissionsfromtheearthmovingactivities.

Ifanychangesaremadeconcerningtheinputsorresultingfugitivedustemissionlevelsforthe earthmovingactivities,thenreviseboththeseparatespreadsheetfilesandERandsupplement theimpactanalysisifnecessary.

ClarifywhethermitigationmeasureswereincorporatedintotheemissioninventoriesinER Tables9.2.1to9.2.4andrevisetheERandtheseparatespreadsheetfilesifneeded.

HoltecResponse:

TheresponsetopreviouslysubmittedRAIERAQ7providedseparatespreadsheetfilesdetailing emissionsestimates.Thosefileshavebeenrevisedtopresentupdatedemissionestimatesforearth movingactivitiesaccountingfortheappropriate330acresasdiscussedbelow,aswellastoprovide additionaldiscussionandequationsforthedeterminationofPM10emissions.SeeattachedfiletabCh.

4.6ConstEarthMoving.

Phase1ofconstructionwilltakeapproximately2yearsandwilldisturbapproximately120acres.This resultsin60acresperyearoflanddisturbed.60acresperyearwillbethemaximumannualemissions basisasPhases220willdisturbtheremainingapproximately210acreswitheachphasetakingoneyear (i.e.subsequent19years),resultinginannualdisturbancerateofapproximately11acresperyear.This accountsforthefull330acreareaoftheproject.

Thecalculationswereadditionallyrevisedsuchthatnomitigationfactorsareusedintheestimation.

ERTables4.6.1through4.6.4havebeenrevisedtoreflecttheupdatedcalculationfiles.Noother changesweremadetothechapter4text.DespitetheincreaseinPM10andPM2.5thereisnochangein theimpactasemissionsfromallcriteriapollutantsfromconstructionactivitieswillremainbelow10 poundsperhour(PPH)and10tonsperyear(TPY).
