This su,:plements our previcus letters to you which responded to x, letter dated July 26, 1977 in which you regi'ested, pursuant to the Freedca of Information Act, copies of all correspondence prepared by J<,es H. Conran.

Portions of documents 1 through 5 of Appundix B have been classified pursuant to Executive Order 120S5 and are being withheld from public disclosure pursuant to exc.ption (1) of the Freedom of Infon.ation Act (5 U.S.C. 552(b)(1)) and 10 J R 9.5(a)(1) of the Ccmmission's regulations.
The non-exempt portions of these documents are being placed in the t;RC Public Document Room.
Parsuant to 10 CFR 9.9 of the Ccmission's regulations, it has been deternined that the information withheld is exeTpt from production or disclosure, and that its production or disclosure is contrary to the public interest.
The persons responsible for the denials are the undersigned and Mr. Rayrond J. Grady, Director, Division of Security.
This drial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter.
As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial FOI A Lacision."
