Dear Mr. Keppler:

This letter is an interin repcrt as required by 1C JFR 5C.5)(e) en the deficiency ccncerning Rockbestos Cc pany cable. This item was first discussed in a telephcne ccnversaticn between yr. M. R. Edelman cf the Cleveland Electric Illucinating Ccapany and Mr. Jim Kenklin of the ITRC Regicn III, Office cf Inspecticn and Enforcene:lt en June 27, 1979 Description cf Deficiency Rockbestes Co. was centracted by the Cleveland Electric Illucinating Co. to manufacture small pcwer and centrol cable for Perry Nuclear Pcwer Plarf. After receipt of the cable it was dicecvered that the cable's hypalen jacket was eccentrisic and at times fell belcw the 8C% tolerance recired in cur speci-ficaticn through 1FCEA standard S-c8-516.

A sampling of the cable received revealed that approximately 65 cf the reels of cable campled contained cable which did not seet the specificaticn r cuirements. Readings as Icw ac 62% cf jacket thicknecc were recorded. As a result there is ccre ccncern that the cable jacket will not be able to fulfill it: intended function (to ecntain and protect the individual conductors) and that incipient faultc could cccur.

Since it is felt that cuch a fault could adversely affect the safe cperaticn er shutdcwn of the nuclear power plant, extensive evaluaticn er extensive repair will be required to establish the adequacy cf the cable jacket to perferr its intended cafety function. At present, the Rcckbestes Co. is prc-pccing to ecnduct worst case pull test utilicing cable with jacke as lcw as 5C$ of specified thickness. These tests are scheduled to be ecniucted the week of August 13, 1979 k
