SUBJECT:

Containment 7 solation Butterfly Valves

Dear Mr. Nichols:

Thank you for takingvthe time on July 25 to discuss the use of butterfly valves in containment isolation service.

We understand that you have arranged visits with other butterfly valve manufacturers and we invite you to York during the week of August 20 to visit the Allis-Chalmers Valve Division plant.

Please select a specific date during that week which would be suitable.

In particular regard to your telephoned questions of May 26, about SMUD, Rancho Seco, we talked about the unique specifica-tions in that the valves must be able to close under full pressure of 60 psi.

I stated that although the stress levels on the shafting of the motor operated valves would be higher than normal, the valves would close under those stated condi-tions.

You than asked if the valves could be reopened and I confirmed that they would continue to be operable.

As I stated, it may be necessary to make a mechanical or electrical adjustment to the valves after an incident.

You then told me that, from what I had said, we indeed had met the specifica-tions and that 10CFR Part 21 did not apply.

We understand that you have now gathered enough technical data from the other valve companies so that you no longer require letters related to specific installations.

As vou suggested, however, we will call the SMUD people to discucs the details which they may require concerning Rancho Seco.

Again, we look forward to meeting with you and other NRC personnel here in York next month.

Sincerely, b

H.
