.I nt r o'h. t i on Ont'y 74,19/9, Paific Gas and Electric Cc: pany (PG?J) filed a request for e/'en > ion of the cc plet ion d ate of tha conatruct ion periiit for the Diabla Canycn Nuclear Po.;er Plant, Unit 1.
The extension request was f rc:1 June 3D, 19/9 to October 31,19/9 for Unit 1.
In the request for extension, PG?J stated that the additional tir.e for Unit I was needed to conclude the licensing process and delays that ruy result f rva the investigation of the March 28,19/9 incident at the Three Mile Island i;uclear Pc.m Plant, Unit 2.
_ Discussion The construction permit for Unit 1, CPPR-39, was issued on April 23, 1958, and u3s last ro!ified by the Cor tission's Order dated April 13,19/9, which extenJe :
the latest cc pl :t ien date to June 30,19/9.
On Novc 'er 15, 1978, the Cu tission's staff publishel So,,lc nt No. 3 to the Pc..er Plant.
This sup; le-Safety Evaluation Report f or the Diablo Cenyon Nucl(.
tre n t docu: ?nted the need to raake certain r.odi ficat io.s for Units 1 ard 2.
Addi-tional tir cont ing :ncies will be rec;uired to allo,i for satisf actory completion of the modifications and to apply new requirements arising f rua the Ccmission's staff investigation of the incident at the Three Mile Island Nuclear Pownr Plant, Unit 2 to the Diablo Canyon Nuclear Power Plants, Units 1 and 2, to the extent that they are applicable.
Based on PGSE 's wor' schedules, the r ;difications are currently expected to be cc..pleted in the third quarter of 1979 for Unit 1.
Conclusion The Cr.i ssion's st a f f has re.'ie,

'c thet the factors discusseI above are reasonable and constitute goo.! cause fer delay; and the extension of constructico of Unit 1 f or 4 r; nths is juc tifiable in ordo. to acco-Mate a reascnable schedule needM to ce.plete the safety e. :luation and the subsequent licensing actions relatel to th n a saf ety ro,uirement s arising f re ' the incid. nt at Three Mile Islan ', Unit 7, the Nuclear Reglatory Cc iission staf f conclur'es that the roine irl exte.oiun date of Oct ober 31,19/9 shoald be exten? ! to Dcce: ber 31, 19/9.
As a recult of the staf f 's review of the F inal Safe' y Analysis Report to date, ad considering the nature of the delays, we have identified no area of significant safety consid2 rations in connection with the extension of the construction per;,it completion date for the Diablo Canyon Nuclear Power Plant, Unit 1.

The assessnent of potential environ:cental impacts associated with site preparation and the construction of Units 1 and 2 of the Diablo Canyon !!uclear Power Plant were ad fressed in the final Environantal State: ment (FLS) issuedin 'aj 1)/3.
Since the construction of Unit fio. 1 is essentielly complete except for installation of certain modifications and other requirements that raay arise iron the staf f's above cited inve',t igat ion and const ruction of Unit 2 is approxic >tely 96L cor.plete essentially all construction iinpacts have occurred.
The staff has determined that the extension of tic.e fio. CPPR-39 f rou June 30,19/9 to Decemberfor completion of work shown in Construct since it does not alter 31, 1979, is an adainistrat1ve action previously addressed in the state ant.icyacts described in the FLS or create new iny acts n Having r:ade this deternination, the Comission has concluded, pursuant to 10 Cf-R Part 51.5(d)(4), that mental state:<nt, ugative declaration or environmental irpact appraisal need an environ-not be prepared in connectico with the issuance of this extension of tice.
lhe staff finds that this action does not involve a significant haza -ds considera-tion, that goud cause exists date, and that an environ for the issuance of an Order extending the cotipletion impact appraisal need not be prepared in connection with the.tal stater:ent neg Order.
issuance of such Accordingly, issuance of an Order extending the latest coupletion date for construction of Diablo Canyon Unit 1, as set f orth in CPPR-39, to December 31, 1979, is reasonable and should be authorized.
