LOUISIANA POWER AND LIGHT COMPANY FACILITY:

WATERFORD STEAM ELECTRIC STATION, UNIT 3

SUBJECT:

MEETING HELD ON MAY 22, 1979 On May 22, 1979, NRC staff members visited the Water #"*d site and discussed matters concerning geology and soil conditions on ar.d round the site.

The results of this visit are surmiarized in the eaclosed May 31, 1979 memoran-dum from A. Cardone and O. Thompson to R. Jackson.

An attendance list is included with that Enclosure.

In addition to the matters discussed in the Enclosure, the applicant agreed to i

provide the following:

1.

A structure contour map of the Pleistocene layer in the vicinity of the plant site.

i 2.

Copies of the Ebasco Geologic Mapping Report (the report will be referenced in the FSAR).

50-382 LICENSING SIAGE: OL MILESTONE NUMBER: 03-61 RESPONSIBLE BRANCH: LWR-2; R. Benedict, LPM REVIEW STATUS: Awaiting Applicant Responses to Q-l's On May 2Z, 1979, A. T. Cardone and O. Thompson from the Geosciences Branch visited the Waterford 3 nuclear plant with R. Benedict, DPM. We met with the applicant, Louisiana Pcwer and Light Company (LP&L), the architect /

engineer, Ebasco Services, Inc. and the consultant geologist, Law Engineering Testing Ccapany.

The attendance list is attached.

The engineers presented a summary of the construction of the plant which is now almost coralete except for internal piping and equipment, The structure is about 90% c;nplete and the internals are about 60% complete.

We discussed and clarified the questicns submitted to the applicant in a letter frcm R. Baer, CPM, to D. Aswell, LP&L, dated April 26, 1979.

Curing the discussion, C. Durham, Law Engineering censultant, discussed the general geolcgic histo y of the plant vicinity with particular emphasis on the growth fault phenoment affecting the behavior of the deep deltaic deposits, which extend from nc tn of the plant sout.1 ward into the Gulf of Mexico.

R. E. Jackson IM Y 3 I 1379 discussion was relevant to the Geology questions 361.1 through 361.4 contained in the letter referenccd above. He also discussed recent newspaper reports of subsidence due to groundwater withdrawal and concomitant damage to residences at Metairie, about 20 miles northeast of the site. Tne geotechnical engineering questions 362.1 through 362.5 were addressed by J. Ehasz, Ebasco. The tuli size copies of certain figures, requested in our questions, were viewed and discussed.

We toured the site and received a panoramic view of the site and vicinity from the top of the cor.tainment structure (about 230 ft above the surrounding delta plains).

On May 23,1979, we met with Gilbert Pickens, U. S. Geological Survey in Metairie, La. _He showed us records of recent high resolution seismic reflection surveys made off the south coast of Louisiana. The ability of these survey methods to record bottom offset as small as 2 feet on the growth faults was impressive.

Mr. Pickens indicated, based on 25 years expt.rlence in the area, that growth faults are not necessarily continuous or extensive in either vertical or norizontal directions. That is, the presence of a growth fault aligned in a particular direction does not indicate the probability of faulting some distance away along the same alignment.

Following our visit with Mr. Pickens, we visited Mr. Vernon Whittiker, Paladin Geophysical Company, New Orleans, who has had considerable on-shore geophysical experience in the area.

He suggested that existing geophysical records should be available near the plant and if additional details shculd be deemed necessary, he could run additional survey lines near the plant.
