Gentlemen:

Haddam Neck Plant Proposed E.xemptions to 10CFR50, Appendix J in Reference (1), Connecticut Yankee Atomic Power Company (CYAPCO) proposed to comply with the interpretation of 10CFRSO, Appendh J requirements, as proposed by the NRC Staff in R<ference (2).

In a recent phone conversation with the NRC Staff, CYAPCJ clarified the wording of Reference (1).

It is the intention of CYAPCO that, as stated in Reference (2), the personnel hatch assembly sMll be leak-tested at the peak accident pressure, Pa, at six -month intervals. During the intervals between the six-month tests, and in accordance with Reference (2), the airlock door seals shall be leak-tested within seve&y-two (72) hours of every first of a series of openings. These test e chid 1 be coa:lucr ed whenever containment integrity is required. The above-3tated tests are presently being performed.

Applopriate Technical Specifict. tion changes will be proposed reflecting the above out'.ined procedure. These proposed revisions will be submitted to the NRC Staf f on or about August 24, 1979.
