OF MEETING HELD CN JUNE 6, 1979 -

APPENDIX I RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS A neeting was held with representatives of Alabana Power Company ( APC),

Southern Conpany Services and their consultants to discuss Appendix I Radiological Technical Specifications, proposed by APC letter of April 15.

A list of attendees is shown in Enclosure 1.

Following is a resume of the meeting discussion:

1.

P. Wagner (NRC) advised APC that Section 6 Adninstrative Control changes subnitted by APC in the Appendix I subnittal could not be processed with Appendix I.

It is a separate iten requiring separate, independent review and fees. APC agreed the changes were not Appendix I related and wculd resubnit.

2.

J. Wing (NRC) reviewed the ETSB draft connents provided to APC prior to the meet ing. APC responded to our concerns. However, the following itens remain outstanding:

13 APC to identify temporary liquid tanks (outside) and to include in technical specifications. NRC (Burke) noted a 10 ci limit would be acceptable.

d4 Stean jet air ejector activity sanpling is not continous.

NRC to reconsider systen as described by APC.

45 Table 4.3-13 notations (4) and (5) relating to H, nonitor cal ib ra tion.

NRC agreed to APC calibration nethod (2 points).

APC objected to the NRC proposed wording since the iten con-tains too nuch procedural detail for a technical specification.

d6 APC to propose footnote relating to R-15 and R-19 reading for Table 4.11-1 (Turbine Building Sunp) in lieu of a continous monitor.

Basis for set point or stean generator sanpling leakage calculations will be addressed by APC.

Meeting Sunnary for Farley Unit 1 18 The trigger levels for technical specification 3.11.1.3 requiring appropriate portions of system operation above 0.06 nrem to total body or 0.2 nren to any organ were questioned by APC.

The trigger levels are about 1/48 of annual design objective for FNP.

Basic disagreement exists on these numbers which are generic PWR no.nbers acceptable to NRC.

APC wants quarterly requi rements.

APC will identify their concerns in writing. Operation of appropriate systems was discussed.

onsecutive nonths" for time period.

APC desires " calendar year" and will submit basis.

fil APC to conment on Action Item 31 which is a problem to them.

415 The Offsite Dose Calculation Manual oper itens were discussed by J. Osloond (NRC) as follows:

APC does not propose to explain their setpoint calculation methods. NRC considers these are necessary as shown in NUP,EG-0133.

APC to respond in wricing.

2.

Section 3.11.2.1 Gaseous Effluents-Dose Calculations was discussed.

APC to respond to feasibility of revising P and R 4

j tables to consider all pathways described in NUREG-0133.

116 For specifications 3.11.1.1 and 3.11.21 action steps should include " Spec 3.0.3 and 3.0.4 are not applicable" per APC c omment. Staff agreed to recheck.

3.

General Comnent - Technical Specification 3/4.12.1 was discussed by APC (Jackson). Major unresolved itens involve Minimun Detectable Concentrations (MDC). APC to infom NRC if MDC values can be net.
