SUBJECT:

TMI-l RESTART - INITIAL MEETING Tentative arrangments are being made to have the initial meeting with GPU on the TMI-l restart sometime this Fall, perhaps August.

In case the meeting carries over more than one day, plans are beirg made, as a backup, to enable the discussions to continue the next day. The meeting will be held in the Field House of the Penn State Campus at Middletown.

This building can hold 500-600 people. The arrangements for a building and the appropriate local notifications (through local advertisements) will be made through Karl Abraham, Pdlic Affairs Officer at Region 1.

In conjt.qction with this meeting, we need to think about a number of questions.

These include:

(1) the format and scope of the meeting (2) the attendees (3) actions to be completed prior to meeting Some thoughts on these questions are as follows:

(1) The fo< nat and scope of the meeting - We suggest that the meeting be thougnt of in two different contexts. The meeting to be hela during the day should be focused upon staff /GPU discussion of a formal GPU submittal covering their planned actions (short and long-term) to be accomplished prior to restart.

The Chairman of this meeting would be the lead NRC representative, such as yourself. The ope / agenda of this session would be limited to staff comments and discussion of the GPU submittal.

It is expected that no firm agreements or commitments will result frcm these discussions. The meeting would be held in a public forum, but public participation would be limited to a short Q/A session at the end, or perhaps held to the evening session.

The second context for the meeting would be an evening session devoted to gaining public involvement in the discussion for restart.

In this context, an evening session would lead off with introductory statements by the NRC summarizing the purpose of the af ternoon meeting, what was accomplished, and perhaps the anticipated sequence of events that must be satisfactorily ac x clished prior to restart. Additional opening remarks could be made by GPU and local, county, and state agencies.

Abraham has indicated that a number of agencies will request to be heard during this meeting, and it is likely that the Governor will also want to ue present and to present a statement.

It is absolutely clear and it has been emphasized by many, that the public participation, interest and emotions will be extremely high.

This is especially true since this will be the first public meeting involving TMI operation since the accident. This is evidenced by the Governor's letter, Congressional correspondence, individual letters from concerned citizens and from discussions with OPA representatives.

In general, the public is deeply concerned about, and strongly committed to oppose, the restart of TMI-1. Thus, there is every reason to believe that the evening session will not, and should not, be constrained to the scope of the afternoon session.

For example, it is understood that groups are organizing with tM intent to voice their concerns and in some cases, demands - at this meeting.

The public discussion will undoubtedly be far reaching and thus, it should involve additional NRC personnel beyond that required for the afternoon session.

Thus, the evening session could be set up to allow each organization and individual to be heard on the issues as perceived by each speaker.

This would allow all viewpoints to be heard and where answers are possible, one could be offered.

In any case, an NRC moderator must be selected and guidelines for the meeting developed.

For example, either through responses to public notices (via newspaper ads) or through handouts at the meeting, a method of sequencing speakers and assuring equal time must be developed.

An appropriate fortnat might consist of:

(a)

Introduction - NRC spokesman recaps day session and informs public of guidelines for evening's discussion.

State and local officials give brief statements - GPU makes a brief opening statement.

(b)

Opportunity for attendees to present oral statements based upon prior written request - time limits of five minutes each could be established.

(c)

Meeting "open to floor" for questions to any organizations present.

(d)

A recap at the closing by the NRC.

A response should be sent to the Governor outlining the staff's approach and addressing his concerns and specific points.

A response should be sent to Congressman Ertel outlining the staff's approach and addressing his concerns and specific points.

GpU formally submits startup plan - placed in local PDR -

copies available.

D.

The date and place for the meeting be approved - authorization be given to place local ads in papers.

Federal Register Notice be sent.

E.

Letters should be sent to local, county and state agencies (and perhaps other Federal Agencies) notifying them of the meeting and appointing a contact point, should they wish to make an oral statement.

It is recognized that the above discussion needs more thought / work, and a

' number of these items need careful consideration and advance planning.
