The agreed interpretation that piping hangers which did not have a safety factor greater than 1.8 are considered inoperable made Decay heat System A and B less conservative than the least conservative aspect of the limiting condition for operation established in the Technical Specificationa.

Section 3.3.2 of the Technical Specification requirements for hot shutdown vere initiated on July 20, 1979, vad the systems modified an agreed in your letter of that day.

A complete report will be forwarded to you within 14 days.
