LOUISIANA POWER AND LIGHT COMPANY FACILITY:

WATERFORD STEAM ELECTRIC STATION, UNIT 3

SUBJECT:

MEETING HELD ON MAY 23, 1979 On May 23, 1979, NRC staff members and a consultant visited the Waterford Unit 3 site and discussed matters concerning the hydrology of the site and environs.

An attendance list is enclosed.

The site was viewed from atop the containment building and later from the top of the levee between the plant and the Mississippi River.

Discussions with the applicant and Ebasco centered on the hydrology questions 371.05 through 371.09 that we had sent to the applicant on April 26, 1979.

The following sumarizes the applicant's comitments concerning each of these questions.

371.05 Figure 2.4-4 will be revised to show the Project Design Flood flow distribution.

371.06 Applicant's response to this question will give consideration to qualifying the cooling tower pumps for the Operating Basis Earth-quake, in which case the 20-year storm would be an adequate basis for analysis of site flooding.

371.07 The app'.icant will document both high speed and low speed hurri-cane surges.

371.08 Applicant will respond to this question.

371.09 The applicant stated that FSAR Section 9.2.5 is correct, and that the discrepancies in Section 2.4 will be corrected.

An additional item was discussed concerning the potential for river water level to be as high as 30 feet (top of levee).

NRC will develcp a fannal question on this matter.
