Craveyard shif: assign =ent in Three-Mile Island Unit 2 control roco - began initial shif t at 9:30 p.m. 4/1/79.

Completed initial shif t at 10:00 a.m. 4/2/79 o

Worked same shif t hours, i.e., 9: 30 p.m.-10:00 a.m. 4/1/79-4/9/79 o

Departed at 10:17 a.m. on 4/9/79 2.

Data taking in Unit 2 control roca o

Relaying of information and data to control center, Headquarters, and Region I o

Attending licensee planning and shif t turnover meetings.

Relaying this infor=ation to Command Center.

o Direct observation of key operating parameters, verification of adherence to approved procedures.

Special assign =ents for Operations Center -- data regarding IWTs for NRR meeting with Governor, o

Resolution of problems between licensee and NRC.

Comments and Cbservations Licensee Ocerations All observaticns were made while the operating organization was o

under extreme stress.

The manage =ent planning appeared to be strong; however, the implementation appeared to be weak.

The Operations performance was poorly coordinated and weak.

Site IE and NRC personnel were well organized, cc=municated well, and performed well.

o I strongly recc= mend that in any future event that a "buf fer zone" be established between the ensite NRC representatives and Headquarters.

In my judgement this is necessary to allow an " event knowledgeable individual" the opportunity to review Headquarters requests and questions for relivance and urgency to determine when or if they should be pursued.

Specifically, the direct phone line should be between Headquarters and the Comand Center, not between Headquarters and the Three-Mile Island Unit 2 control rocm as was done in this event.
