Gentlemen:

Haddam Neck Plant Systematic Evaluation Program (SEP)

Topic IV-1. A In Reference (1), the NRC Staf f transmitted to Ccunecticut Yankee Atomic Power Company (CYAPCO) a draft evluation of the above SEP topic and required that CYAPC0 review its factual correctness.

In response to that request, the CYAPCO review has indicated that the assessment is substantively correct.

We do, however, f eel it appropriate to clarif y the fact that the referenced technical report specificall y addressed st idy-state operation.

This report, in conjunction with other engineering evaluations which it ie been performed, confirms that three-loop operation is acceptable to 65% licensed thermal power.
