SUBJECT:

TMI D. Basdekas called to express a concern that inadequate attention was being given to reviews of the control systems of PWRs and their effect on plant thenno-hydraulic stability. He expressed the view

that the staff had been directed not to review control systems in the past, and that such systems could interfer with the safety of the plants and that plants should be derated until satisfactory analyses have been performed. As I understand it, he believes that action i

taken in response to the TMI bulletins do not adequately address this area, nor does NUREG-0560.
