SUBJECT:

SUPPLEMENTAL FIRE PROTECTION GUIDELINES TO EXPEDITE RESOLUTION OF OPEN ITEMS Since August 23, 1976, the staff has been using the guidelines presented in Appendix A to BTP APCSB 9.5.1 in reviewing the fire protection prcgrams at operating plants. The SER's issued for these evaluations contain several open items.

Some of these are similar for several plants and the present guidelines do not provide sufficient guidance to penait resolution ef fi ciently.

We have initiated a program to prepare concise, supplementary guidelines.

to expedite the completion of this program. Selected guidelines will be prepared in a staff position format. The areas selected are those in which staff positions must be fo-mulated to resolve issues that are corr.on to several plants. Our present list of candidate guicelines is enciesed.

This list will be up-dated as necessary.

These supplementary guidelines will be prepared by the DCR reviewers to expedite the completion of our evaluations. They will be approved by the Chief, Plant Systems Branch prior to transmittal to the licensees, DSS, I &E, RES, and CS D.

We believe these guidelines will be useful to the other NRC offices in their efforts asscciated with fire programs in operating plants, tne development of future guidelines or Regulations for fire protection and the conduct of certain aspects of the fire protection research program.

The fire protection require-ments for plants with a dedicated shutdown system should be stated.
