In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority )50-26G 50-290 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of the Browns Ferry Nuclear Plant unita 1, 2, and 3 (Enclosure 1). These changes would allow a partial tensioning of the reactor pressure vessel head bolts at 70*F and would ,

allow nuclear heat to be utilized above 100'F, decreasing pressure vessel and coolant heatup time. Justification for these proposed changes is k included (Enclosure 2). These prcposed specifications will shorten the time required for pressure vessel boltup and primary coolant system heatup after refueling. We would appreciate approval of these proposed changes "

by November 1, 1979, to facilitate the startup of Browns Ferry unit 3, now sch3duled for the middle of November 1979. 1 In accordance with the requirements of 10 CFR Part 170.22, we have determined these proposed amendments to be Class III for unit 1 and Class I J for units 2 and 3. These classifications are based on the facts that j

the proposed amendment for unit 1 involves a single safety issue which #

does not involve a significant hazcrd consideration and the proposed amend- 'i ments for units 2 and 3 are c'aplicates of the unit 1 proposed amendment.

The remittance for $4800 ($4000 for unit 1 and $800 for unita 2 and 3) is being wired to the NEC, Attention: Licensing Fee Management Branch. L Very truly yours,
