Dear Dr. Hendrie:
l In recent days, I have been contacted by a small rural school district in my Congressional District that j
has been literally pushed up against the wall financially because of the delays in getting 3 permit and getting con-struction on the Allens Creek Nuclear Dnm* TTnits. These units are proposed to be built by Houston Power and Light,

and are to be located near Wallis, Texas, in Austin County, Texas.
Generally, about five years ago, two small school districts consolidated and issued revenue bonds to build a new high school in anticipation of the growth in popula-tion and tax base because of the building of these two units.
At this time, there is no permit for construction, no increase in tax revenue, and the little school district is at its limit on the local property taxes while facing the retiring of some of the bonds.
My request to you would be to ask someone in the NRC who is knowledgeable about this plant proposal to pick a day to come by my office.
I would want to hear from this person, or persons, about the NRC's timetable for getting I
a permit, what the status of the Allens Creek application is at this time, and what would be the normal expectations i
in this situation.
I would want our discussion to assupe I
that there would be no Congressional moratorium on isstiing these permits since this is a matter over which you could not control if it comes about.
