Proposed Change to Fire Protection Technical Specifications Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following modification to Appendix A of the Operating License.

Proposed Change:

k'e propose the following change be made to the Vermont Yankee Technical Specifications:

Page 190-a, Section 6.1E.

Change the first sentence to:

"A Fire Brigade of at least 5 members shall be maintained onsite at all times."

Reason for Chance:

The proposed change is in direct response to the USNRC's demands that Vertont Yankee Nuclaar Power Corporation amend Vermont Yankee's Operating License.

United States nuclear Regulatory Commission August 10, 1979 Attention: Office of Nuclear Reactor Regulation Page 2 Basis for Chance: The proposed change addresses the issue of fire brigade size put forth in References (c) and (c) above, and is intended to comply with'the NRC concerns expressed in those references and in various other documents, meetings, and telephone conversations.

The fire brigade will consist of three persons fully trained in all aspects of the fire protection program, including operation of fixed fire suppression systems and f amiliarity with pre-fire strategies; and two persons fully trained in fire fighting, but not to include pre-fire strategy sessions, operation of fixed fire suppression systems, or operation of other plant systems.

Safety Censiderations: The change proposed has been requested by the NRC and is not considered to constitute an unreviewed safety question. This change has been reviewed by the Vermont Yankee Nuclear Safety Audit and Review Coemittee.

Fee Determination: The Commission has determined that no license amendment fee is required to accompany applications or requests to incorporate NRC-recommended Technical Specifications for Fire Protection.

This Proposed Change meets that criterion, thus no fee is included.

Schedule of Chance: This change will be incorporated into Vermont Yankee's Technical Specifications 90 days after approval by the Commission.

It is expected that these additional two fire brigade members will complete their initial training on, or before, January 1, 1980.
