Dear Mr. Martino,

I am writing on behalf of the Secretary of the Commission.

The Nuclear Regulatory Commission (NRC) Office of the Secretary is in receipt of the filing you submitted for docketing on August 26, 2019, requesting a stay of the Pilgrim Nuclear Power Station license transfer.

Adjudicatory filings must conform with the Commissions regulations in order to be accepted for docketing. These include the Commissions electronic filing regulations which can be found in Title 10, Section 2.302, of the U.S. Code of Federal Regulations (10 CFR 2.302) and the Commissions regulations governing formal requirements for documents and acceptance for filing which can be found at 10 CFR 2.304.

Your filing was not submitted via the NRCs e-filing system in use for this proceeding, nor did you request an exemption from the e-filing rules. Further, this filing does not meet the formal requirements for documents and signatures.

Pursuant to the Secretarys authority under 10 CFR 2.304(f), your filing will not be accepted or docketed for failure to meet these procedural requirements.

[External_Sender] Request for Stay

Hello-I am writing as a concerned citizen, local policy maker, and aquaculture farmer to request a stay so hearings can proceed on the Holtec, Pilgrim Power operation license transfer.

Insurances must be in place prior to cleanup, as backed by MA attorney

general, so we can ensure the safety and security of our State and surrounding ocean waters.

If we rush and screw this up, we can cause serious problems for future and current residents.

Let's slow down and do this right. Hearings must proceed ASAP.

Use Pilgrim to create a proper template for the other power plants coming into decommission soon.

Listen to the State AG.

NRC is currently doing a poor job of this.

Haste makes waste. In this case, nuclear waste.

Let me know how I can help.

Thank you.

Hope you're well.
