This refers to your Safeguards Contingency Plan Revision 0 submitted by your letter of December 21, 1978 and to Revision 1 of the plan submitted by your letter of May 8, 1979. We have reviewed the plan as revised and have determined that it is now acceptable.

In view of the fact that the Physical Security Plan, Safeguards Contingency Plan and Guard Training and Qualification Plan comprise the essential elements of the Physical Protection Program requirements, we have found it appropriate to incorporate, by reference, all of these plans into the Materials and Plant Protection Ancndment to your license. We aie revising Conditions 9.0 and 9.A.l.1, establishing 9.A.1.A to incorporate the Physical Security Plsn; 9.A.l.B to incorporate the Safeguards Contingency Plan and 9.A.l.C to incorporate the Guard Training and Qualification Plan. We are also modifying Condition 9.A.2 by referring to all of the foregoing plans.

Therefore, in accordance with the foregoing, we are hereby amending Section 9 of Materials and Plant Protection Amendment MPP-1 to License No.

SNM-773 by amendi1g License Conditions 9.A.1 and 9. A.2 as set forth in the enclosure to this letter, effective 30 days after receipt.

We have determined that the enclosures to your letters of December 21, 1978 and May 3,1979 contain inforation of a type specified in 10 CFR 2.790(d).

Accordingly, the enclosures are deemed to be corrercial or financial informa-tion within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclo-sure only in accordance with the provisions of 10 CFR 9.12.

k 70-824 SNM-ll20 MPP-1 El{ CLOSURE 9.0 Physical Protection Requirements 9.A.1.A The licensee shall follow the security plan entitled " Physical Protection Plan for Nuclear Materials and Facilities of the Lynchburg Research Center" dated January 2,1974, as revised February 20, 1974, and as revised in accordance with the provisions o' 10 CFR 70.32(e), except as described in License Condition 9.B.l.

9.A.I.B The licensee shall follow the Safeguards Contingency Plan, Lynchbur; Research Center, Revision 0 dated December 21, 1978, as revised by Revision 1 dated May 8,1979, and as amended by these license conditions and as further amended pursuant to the provisions of 10 CFR 70.32(e).

9.A.l.C (Reserved - Guard Training and Qualification Plan) 9.A.2 No statement in the licensee's facility plans as described in

9. A.1 above shall relieve the licensee of a requirement of 10 CFR Part 73 unless granted in a specific exemption or exception set forth as a condition of this license.
