We have reviewed Revision i to your Safeguards Contingency Plan, dated February 19, 1979, as well as the corrected pages submitted with your letter of May 21, 1979. We have determined that your revised and cor-rected plan is acceptable.

In view of the Dct that the Physical Security Plan, Safeguards Contingency Plan and Guard Trvning and Qualification Plan comprise the essential ele-ments of the physical protection program requirements, we have found it appropriate to incorporate, by reference, all of these plans into your l#:ense in the Mate-ials and Plant Protection Amendment to your 1icense.

We are revising Cor.ditions 9.0 and 9.1, estaolishing 9.1.A to incorporate the Physical Security Plan, 9.1.3 to incorporate the Safeguards Contingency Plan, and 9.1.C to incorporate the Guard Training and qualification Plan.

We are also modifying Condition 9.2 by referring to all of the foregoing plans.

Therafore, in accordance with the foregoing, we are hereby amending Section 9.0 of Materials and Plant Protection Amendment MPP-2 to your License flo.

51M-777 by amending License Conditions 9.1 and 9.2 as set forth in the enclosure to this letter, effective 30 days following tne receipt of this letter.

We have determined that the enclosure dated February 19, 1979, as well as

t Docket No.70-820 License No. SNM-777 MPP-2 ENCLOSURE 9.0 PHYSICAL PROTECTION REQUIREMENTS 9.1 The licensee shall follow the plans indicated celow:

9.1. A The licensee shal' follow the security plan entitled " Physical Plant Protection Plan," dated January 7,1976 including page 12A transmitted April 12, 1976 and pages 28 and 29 transmittec August 27, 1976 as revised by the commitments contained in letter dated October 8,1976 as amended by these license conditions and as further amended by changes authorized under the provisions of 10 CFR 70.32(e).

9.1.3 The licensee shall follow the Safeguards Contingency Plan, Wood River, Revision 0, dated September 19, 1978, as amended by Revision 1, February 19, 1979; and as amended by-these license conditions and as further amended by changes authorized under the provisions of 10 CFR 70.32(e).

9.1. C (Reserved for the Guard Training and Qualification Plan.)

9.2 No statement in the licensee's facility plans as described in 9.1 above shall relieve the licensee of a requirement of 10 CFR Part 73 unless granted in a specific exemption or exception set forth as a condition of this license.
