We have completed our review of your revised Safeguards Contingency Plan which was transmitted to us by your letter of April 12, 1979, and find the revised plan acceptable.
Ir view of the fact that the Physical Security ?lan and the Safeguards Contingency Plan comprise the essential elements of the physical protection program, we have found it appropriate to incorporate, by reference, both of these plans into your license. We are'therefore revising License Conditions 9.0 and 9.1, establishing 9.1.A to incorporate the Physical Security Plan and 9.1.B to incorporate the Safeguards Contingency Plan. We are also modifying Condition 9.2 by referring to both of the foregoing plans.
Accordingly, we are hereby amending Section 9.0 of Materials and Plant Protection Amendment MPP-1 to your License No. SNM-23 by revising License Conditions 9.1 and 9.2 as set forth in the enclosure to this letter, effective 30 days after receipt.
We have determined that the enclosure to your letter of April 12, 1979 contains infomai. ion of a type specified in 10 CFR 2.790(d). Accordingly, it is deemed to be ccmmercial or financial information within the meaning of 10 CFR S.S(a)(4) and sh?.ll be subject to disclosure only in accordance ~
with the provisions of 10 CPR 9.12.

70-33 SNM-23 MPP-1 9.0 PHYSICAL PROTECTION REQUIREMENTS 9.1 The licensee shall follow the plans 'ndicated below:
9.1. A The licensee shall follow the security plan entitled " Plan for the Protection of Nuclear Facilities and Nuclear Materials," dated February 25, 1974, as revised April 1, 1974; February 3, 1975; March 11,1975; April 4,1975; May 7,1975; June 3,1975; August 15, 1975; November 20, 1975; Februa r.v 25, 1976; June 2, 1976; September 7, 1976; November 15, 1976; January 7,1977; January 21, 1977; February 2, 1977; March 10, 1977; and as amended pursuant to the provisions of 10 CFR 70.32(e).
9.1.B The licensee shall follow the " Safeguards Contingency Plan, Texas Instruments, Incorporated, HFIR Project, Attleboro, Massachusetts,"
Revision 0, dated September 15, 1978, as amended by Revision A, dated February 28, 1979, and as further amended by changes authorized under the provisions of 10 CFK !"

9.2 No statement in the licensee's plans as described in 9.1 above shall relieve the licensee of any requirement of 10 CFR Part 73 unless granted in a specific _ exemption or exception set forth as a condition of this license.
