In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC)of the completion of Vogtle Electric Generating Plant(VEGP)

Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item C.2.6.12.02 [Index Number 672]for verifying that a report exists and concludes that each as-built offsite power system circuit is rated to supply the load assumptions during normal, abnormal and accident conditions. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company(SNC)requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

2. Each offsite power circuit interfacing with the onsite ac power system is adequately rated to supply assumed loads during normal, abnormal and accident conditions.

Inspections. Tests. Analyses:

Analyses of the offsite power system will be performed to evaluate the as-built ratings of each offsite circuit interfacing with the onsite ac power system against the load assumptions.

Acceptance Criteria:

A report exists and concludes that each as-built offsite circuit is rated to supply the load assumptions during normal, abnormal and accident conditions.

ITAAC Determination Basis An analysis of the Offsite Power System circuit was performed to verify that each offsite power circuit interfacing with the onsite alternating current(ac) power system is adequately rated to supply assumed loads during normal, abnormal and accident conditions.

The as-built offsite power system for Unit 4 consists of three circuits. These circuits run from the switchyard facilities to the high side bushings of the Main Step-up Transformers and the Reserve Auxiliary Transformers A and B.

The manufacturer's ratings of the as-built equipment and conductors in each circuit were evaluated to determine the ampacity of the most limiting component at the maximum expected ambient temperature. The ampacity of the circuit was defined as equal to the lowest rated component.

The plant load assumptions are based on conservative values, which are greater than the maximum calculated loads for normal operating conditions, and bound the abnormal and accident condition loads. The plant loads are defined in the report "Assumed Loads During Normal, Abnormal and Accident Conditions," which is attached to Memorandum ND-17-1189 (Reference 1). The load values used to evaluate the adequacy of each offsite power circuit are converted from megawatts(MW)to megavolt amperes(MVA)for comparison.

The results of the analyses are provided in the report "Vogtle Unit 4 Offsite Power Rating Evaluation for ITAAC C.2.6.12.02 (Index 672)"(Reference 2), which indicates the ampacity of each offsite circuit exceeds the potential load requirements. The report concludes that each as-built offsite power circuit is rated to supply the load assumptions during normal, abnormal and accident conditions.

U.S. Nuclear Regulatory Commission ND-19-1045 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review determined that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC finding completion review document number is included in the Vogtle Unit 4 ITAAC Completion Package for ITAAC C.2.6.12.02(Reference 3)and available for NRC inspection.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC C.2.6.12.02 was performed for Vogtle Unit 4 and that the prescribed acceptance criteria are met.

Systems,structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
