In accordance with 10 CFR 52.99(c)(1), this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item C.2.6.12.01 [Index Number 671]for verifying that at least one offsite circuit is provided from the transmission switchyard interface to the interface with the onsite ac power system. The closure process for this ITAAC is based on the guidance described in NEI 08-01, Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company(SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

1. A minimum of one offsite circuit supplies electric power from the transmission network to the interface with the onsite alternating current (ac) power system.

Inspections. Tests. Analyses:

Inspections of the as-buiit offsite circuit will be performed.

Acceptance Criteria:

At least one offsite circuit is provided from the transmission switchyard interface to the interface with the onsite ac power system.

ITAAC Determination Basis An inspection of the Offsite Power System was conducted by physical walk down of the as-built circuit installed from the transmission switchyard interface to the interface with the onsite ac power system. This circuit runs from the Vogtle Unit 4 Main Step-up Transformer to the Vogtle Unit 3&4 SOOkV switchyard. The inspection team conducted a thorough review of the as-built Unit 4 SOOkV output line to assure that the line meets design specifications in accordance with Georgia Power Corporation Bulletin # 2-01, "Transmission Line Inspections for New Construction"(Reference 1). This visual inspection, as documented in the inspection report, verified that the as-built SOOkV output line, and its 3 supporting structures, were installed per design.

Inspection report"U4 ITAAC C.2.6.12.01 (671) Offsite Power Inspection Report"(Reference 2) documents the inspection and concludes that at least one offsite power circuit is provided from the transmission switchyard interface to the interface with the onsite ac power system.

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review determined that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC finding completion review document number is included in the Vogtle Unit 4 ITAAC Completion Package for ITAAC C.2.6.12.01 (Reference 3)and available for NRC inspection.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC C.2.6.12.01 was performed for Vogtle Unit 4 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
