PROPOSED GENERAL ELECTRIC FI'2L EXPORT TO TADIAN (XSNM-1341, SECY 73 -675A)

Purcose:

To inform the Ccmission of recent ccmunications frcm General Electric regarding rae urgency of XSNM-1341.

Discussian:

As the Comission is aware, final Comission action en ex; ort applications to Taiwan has been deferred pending resolution of the issues raised by the President's decision to terminate dipicmatic relations with Taiwan.

The staff is also attemoting to resolve several safeguards related issues concerning Taiwan.

In the interim, General Electric has sent to us two letters and one cable expressing a high degree of urgency regardinc the approval of XSNM-1341.

These ccmunications are at:acnec at enclosure A.

XSNM-1341 involves the export of icw-enriched fuel for the initial core loadings of the Kucsheng pcwer reactor.

The s ta ff notes that, althcugh the estimated date of first use for this material is October 1980, GE has a cemitment to the Tai-Pcwer Ccr..cany (T?C) to deliver the fuel with the necessary lead time for receipt, unpackaging, inspection, return anc replacement of defective cr damaged fuel elements, and training of ?C :erscnnel asscciated wi-h tnese activities.

These censiderations have led to General Electric's decisien to make the s:ecial shi:cing arrangemen:a cescrited in their ccmunica:icns to the staff.

Oiscussion:

The staff has placed high priority on completing its analysis (Contirued) and reccmmendations concerning the resumption of exports to Tsiwan and these will be forwarded to the Commission within the next few days.

In the meantime, we wish to alert the Commission to the particular urgency which GE attaches to this application.
